This study aims to explore measures for the substantial enhancement of gugak education policies by comprehensively analyzing the education-related provisions of the Gugak Promotion Act and the structural challenges of the traditional arts ecosystem. The research begins with the recognition that a purely legal analysis cannot fully capture the concrete needs and practical feasibility of the field, and that an ecosystem analysis alone has limitations in designing institutional response strategies. Accordingly, the study seeks to develop an analytical framework that integrates both institutional and field perspectives. First, the education provisions of the Gugak Promotion Act were systematically examined to identify the normative direction and structural limitations of the current policies. Second, the traditional arts ecosystem was divided into four stages: entry-creation, preservation and transmission-distribution-engagement, and the roles of education and the needs of the field at each stage were analyzed. This dual approach allowed for a more precise assurance of the practical feasibility of policy design by complementing institutional and field analyses. The results indicate that professional education should shift from a performance-centered approach to a system that cultivates specialists with creativity and integrative competencies. In public education, it is urgent to establish learner-centered teaching-learning models and to enhance teacher expertise. In addition, the absence of a life-cycle-based engagement education system has resulted in an insufficient foundation for the general public to access and enjoy gugak in daily life. Based on these findings, the study redefines gugak education not merely as a means of preservation and transmission, but as a core policy infrastructure that promotes the circulation and expansion of the entire traditional arts ecosystem. This demonstrates that gugak education can serve as a strategic foundation for enhancing the sustainability of traditional arts, and holds both academic and policy-level significance in that it offers practical directions for implementing the educational provisions of the Gugak Promotion Act in a field-oriented manner.

본 연구는 ｢국악진흥법｣의 교육 관련 조항과 전통예술 생태계의 구조적 과제를 통합적으로 분석하여, 국악교육정책의 내실화 방안을 모색하는 것을 목적으로 한다. 법제 분석만으로 는 현장의 구체적 요구와 실행 가능성을 충분히 포착하기 어렵고, 생태계 분석만으로는 제도 적 대응 전략의 설계에 한계가 있다는 문제의식에서 출발하여, 제도와 현장의 두 축을 통합 적으로 조망할 수 있는 분석 틀을 구성하고자 하였다. 이를 위해 첫째, ｢국악진흥법｣에 포함 된 교육 조항을 체계적으로 검토하여 정책의 규범적 방향과 구조적 한계를 도출하였다. 둘째, 전통예술 생태계를 진입－창작, 보존ㆍ전승－유통－향유의 네 단계로 구분하고, 각 단계에서 교육이 수행하는 역할과 현장의 요구를 분석하였다. 이러한 이중적 접근은 제도 분석과 현장 분석을 상호 보완함으로써 정책 설계의 실천적 가능성을 보다 정밀하게 확보할 수 있도록 하였다. 분석 결과, 전공교육은 연주 중심에서 창의성과 융합 역량을 갖춘 전문 인재 양성 체제로의 전환이 요구되며, 공교육 내 국악교육은 학습자 중심의 교수－학습 모델 정립과 교사 전문성 제고가 시급함을 확인하였다. 또한, 생애주기별 향유교육 체계가 부재하여 일반 시민이 국악 을 일상적으로 접하고 향유할 수 있는 기반이 부족한 실정임이 드러났다. 이러한 결과를 바탕 으로 본 연구는 국악교육을 단순한 보존ㆍ전승 수단이 아닌, 전통예술 생태계 전반의 순환과 확장을 촉진하는 핵심 정책 인프라로 재정의하였다. 이는 국악교육이 전통예술의 지속가능성 을 높이는 전략적 기반으로 기능할 수 있음을 보여주며, ｢국악진흥법｣의 교육 조항을 현장 친화적으로 구현하기 위한 실천 방향을 제시했다는 점에서 학술적ㆍ정책적 의의를 지닌다.
