The purpose of this study is to examine the expansion and activation plan of the 4th industry of Taekwondo based on the empirical statements of domestic and foreign Taekwondo leaders, to establish a mid - to long - term plan of sports diplomacy through Taekwondo, to fuse them, and to deeply grasp the perception of Taekwondo policy and identity. First, each institution in the taekwondo community should manage overseas instructors through public hearings and supplementary education, as well as investigate the actual condition of instructors and improve the system so that they can acquire new knowledge and skills of each country's culture and characteristics. Second, each institution in the taekwondo world should have its own area according to the management of overseas seal activation as a management of overseas masters and the spread of new technologies. Third, in terms of tourism culture of the 4th industry of Taekwondo, it is necessary to improve the policy direction, prospects and plans of diplomatic Taekwondo as a Korean Wave culture.

이 연구는 국내·외 태권도 지도자들의 경험적 진술을 토대로 태권도 의 4차 산업 확장 및 활성화 방안을 살펴보고, 태권도를 통해 스포츠외 교의 중장기적인 계획을 수립하여 이를 융합하고 태권도의 정책과 정체 성에 대한 인식을 심층적으로 파악하는 데 그 목적이 있다. 즉 태권도 지도자 10명을 유목적 표집법(purposeful sampling)을 통해 연구 대상을 선정하였고, 심층 면접(In-depth interview)과 관련된 자료 수집 등으로 하여 질적 연구의 자료 분석 및 문헌 고찰을 하였다. 첫째, 태권도계의 각 기관은 공청회 및 보습교육 등을 통해 해외 사범들의 관리와 함께 지 도자 실태조사와 각 나라 문화와 특성 및 태권도의 새로운 지식과 기술 을 습득할 수 있도록 제도개선이 있어야 한다. 둘째, 태권도계의 각 기 관은 해외 사범 관리와 새로운 기술 전파로서 해외 도장 활성화 관리에 따른 고유의 영역이 있어야 한다. 셋째, 태권도의 4차 산업의 관광 문화 적 차원에서 한류 문화로서 외교 태권도의 정책적 방향성, 전망과 방안 의 제도개선이 있어야 한다. 따라서 태권도를 통한 스포츠외교 정책 및 방안을 수립할 수 있도록 지원·육성을 해야 할 것이다.
