This study highlights the need to establish artificial intelligence (AI)-based Manned-Unmanned Teaming (MUM-T) systems in response to changes in the future battlefield and the Defense Innovation 4.0 initiative. The increasing use of unmanned systems in the Ukraine war has elevated MUM-T as a key element of modern military power. Using SWOT analysis, the study examines the internal and external conditions of the Republic of Korea Army and derives strategic responses through SO, WO, ST, and WT strategies. PEST analysis is also applied to consider broader policy and technological environments. The findings reveal structural challenges such as the lack of doctrinal clarity, limited interoperability, and insufficient infrastructure. To address these, the study suggests approaches including civil-military technology integration, international cooperation, talent development, and secure data and communication systems. This research provides foundational insights for the conceptual and policy development of MUM-T and proposes directions for future studies on operational concepts and ethical-legal frameworks.

미래 전장환경의 변화와 국방혁신 4.0에 대응하여, 인공지능(AI) 기반 유무인 복합체계(Manned-Unmanned Teaming, MUM-T)의 전략적 구축 필요성을 제기하였다. 최근 우크라이나 전쟁 등에서 무인체계의 실전 운용 사례가 증가함에 따라, 유⋅무인 복합전투체계가 미래 군사력의 핵심 구성요소로 부각되고 있다. 이에 본 연구는 SWOT 분석 기법을 중심으로, 한 국군의 내⋅외부 환경요인을 체계적으로 분석하고, 이를 기반으로 S-O, W-O, S-T, W-T 전략 유형에 따른 대응 전략을 도 출하였다. 또한 PEST(정치⋅경제⋅사회⋅기술) 분석을 보조적으로 활용하여, 거시적 정책 환경과 기술적 여건까지 통합적으 로 고려하였다. 연구 결과, 한국군은 AI⋅ICT 기반의 일부 핵심기술과 제도적 추진 동력을 보유하고 있으나, 교리 미정립, 상호운용성 부 족, 인프라 미비 등의 구조적 약점을 갖고 있으며, 이를 극복하기 위해 민⋅군 기술융합, 국제협력, 전문인력양성, 신뢰할 수 있는 데이터⋅통신체계 확보 등의 다각적 접근이 요구됨을 확인하였다. 본 연구는 MUM-T의 개념적⋅기술적⋅정책적 정립 에 기초자료를 제공하며, 향후 작전개념 발전, 정량적 효과 분석, 법적⋅윤리적 통제 체계 수립 등 후속 연구의 방향성을 제 안하였다.
