Namwon-eupseong(邑城) was rebuilt in 1597, when the Imjin War broke out, peace negotiations broke down, and right before the Jeongyu war(丁酉再亂) broke out again. Namwon-eupseong, which has a very important historical meaning, has recently been excavated and restored. Recently, the local government where the eupseong is located operates various cultural events and focuses on expanding the value of the town in terms of utilization beyond preservation. However, focusing on the socio-economic aspects, the historicality of the eupseong is not properly given and limits are exposed. In particular, Namwon-eupseong Fortress has a clear limitation in using the wall in a restored state of about 200M. It is time for various attempts to overcome these limitations. First of all, it is necessary to examine the limitations and possibilities of the use of Namwon-eupseong and give it historicality based on this. However, Namwon, where the eupseong is located, has various historical and cultural resources. Accordingly, the historical properties of Namwoneupseong and Namwon' were analyzed and a utilization plan was suggested by combining them with special historical and cultural resources of the region. For the use of Namwon-eupseong, it is necessary to give historicality from various perspectives rather than simply giving historicality to honor the spirit of 'patriotic' as a historic site of war. Recently, cases of giving the meaning of 'coexistence and symbiosis' in relation to war relics are increasing. Namwoneupseong is also thought to be able to give the meaning of 'peace for coexistence and coexistence' from a Trans-national point of view beyond the spirit of 'patriotic', which is a National History point of view. Accordingly, Namwoneupseong and Namwon can give historicality as a city of 'resistance and peace'. This will be possible through exchanges with others beyond us. Therefore, measures through connection with Namwon-si and the city that signed a sisterhood alliance were presented together.

1597년 일본에 의해 재차 발발한 정유재란 직전에 남원읍성이 수축되었다. 역사 적으로 매우 중요한 의미를 지닌 남원읍성은 최근 발굴 및 복원작업이 진행중이다. 최근 읍성이 위치한 지자체에서 다양한 문화행사 등을 운영하며 보존을 넘어 활용 이란 측면에서 읍성이 가진 가치를 확대시키는데 치중하고 있다. 그러나 사회·경제 적인 측면에 집중하여 실제 읍성이 가지고 있는 역사성은 제대로 부여하지 못하고 있으며 한계점을 노출하고 있다. 특히 남원읍성은 성벽이 약 200M정도 복원된 상태로 활용하는데 분명히 한계 가 있다. 이러한 한계점을 극복하기 위해 다양한 시도가 필요한 시점이다. 우선 남원읍성 활용에 대한 한계점과 가능성을 살펴보고, 이를 토대로 역사성을 부여할 필 요가 있다. 한편 읍성이 위치한 남원은 다양한 역사문화자원이 존재하고 있다. 이 에 지역의 특수한 역사문화자원과 결합하여 ‘남원읍성과 남원’의 역사성을 분석하 고 활용 방안을 제시하였다. 남원읍성의 활용을 위해 단순히 전쟁 유적으로서 ‘호국’의 정신을 기리는 역사 성을 부여하기 보다는 다양한 시각에서 역사성을 부여할 필요가 있다. 최근 전쟁 유적과 관련하여 ‘공존·공생’의 의미를 부여하는 사례가 증가하고 있다. 남원읍성 역시 일국사적 관점인 ‘호국’의 정신을 넘어 Trans-national 관점에서 ‘공존·공생을 위한 평화’의 의미를 부여할 수 있을 것이라 생각된다. 이에 남원읍성과 남원은 ‘저항과 평화’의 도시라는 역사성을 부여할 수 있다. 이는 우리를 넘어 타자와의 교류를 통해 가능할 것이다. 따라서 남원시와 자매결연을 체결한 도시와의 연계를 통한 방안들을 함께 제시하였다.
