As of 2023, the total length of forest roads in Korea amounts to approximately 25,848 km (forest road density of about 4.1 m/ha), and more than 900 km of new forest roads are constructed annually. With the increasing expansion of forest roads, the demand for forest roads among forestry professionals has become increasingly diverse. In response, it is necessary to improve the existing classification system and management framework to address the current limitations. This study examines the classification and maintenance management systems of forest roads in foreign countries and conducts a survey targeting 142 domestic forest road experts. The findings indicate that many forestry-advanced nations, such as Japan, the United States, Australia, and European countries, categorize forest roads based on legal regulations and guidelines. Such classification methods are expected to enhance the efficiency of road management for both authorities and users. According to expert survey results, 36% of respondents supported maintaining the current classification system, while approximately 64% advocated for an improved classification framework based on hierarchical grades. The findings of this study are expected to contribute to the future refinement of Korea’s forest road management system, aligning it with the evolving demands of the forestry industry and professionals.

2023년 기준 우리나라에 개설된 임도는 총 연장길이 약 25,848km, 임도밀도 약 4.1m/ha로 매 년 약 900km 이상 개설되고 있다. 임도 개설의 증가와 함께 임업인들의 임도에 대한 수요 또한 다양해지고 있어, 이에 대응하기 위해 현 임도의 종류 및 관리체계 상에 발생하고 있는 한계점을 개선할 필요가 있다. 본 연구에서는 국외 임도의 종류 및 유지·관리체계에 대하여 조사하고, 국내 임도 분야 전문가(산림청, 지자체, 협회, 학계 등) 총 142명에게 우리나라 임도의 종류 구분 체계 및 유지·관리체계 개선 방향에 대한 설문조사를 실시하였다. 연구 결과, 일본, 미국, 호주, 유럽 등 많은 임업 선진국가에서 임도의 종류를 법률 및 지침을 통해 그 등급을 구분하고 있는 것으 로 나타났으며, 이와 같은 방법은 임도 관리 주체 및 국민들이 관리하고 이용하는 데 있어 더 용 이할 것으로 판단되었다. 전문가 설문조사 결과, 임도의 종류 구분 개선에 대하여 ‘현행 구분 체 계를 유지해야 한다.’의 응답 비율은 36%, ‘등급별 구분 체계를 마련하여 개선하여야 한다.’의 응 답 비율은 약 64%로 나타났다. 본 연구 결과는 다양해지는 산림 산업과 임업인의 수요에 맞춰 앞으로의 임도 관리체계 정비에 활용될 수 있을 것으로 기대된다.
