郑州段黄河生态一体化治理径及高质量发展的思考

Thoughts on the Ecological Integrated Management Path and High Quality Development of the Yellow River in Zhengzhou

Taking the Zhengzhou section in the middle and lower reaches of the Yellow River as a case study, this paper first clarifies the theoretical definitions of integrated governance and high-quality development, and establishes the dual research themes of ecological integrated governance and high-quality development. Through a literature review, it evaluates the current research status of ecological governance in the Yellow River Basin. Combined with the inherent characteristics of the Yellow River's Zhengzhou section and the main problems existing in different historical periods, it summarizes the representative measures in the three stages of "governance stage, restoration stage, and construction stage", and systematically sorts out the governance strategies, engineering measures, and ecological effects of each period. By the "construction stage", the coordinated governance of the lower reaches has gradually achieved results, but the complexity of ecological issues cannot be resolved overnight. In 2019, the ecological protection and high-quality development of the Yellow River Basin was elevated to a national strategy. As the core concept of China's new stage of development, the theoretical definition of high-quality development has been continuously deepened in practice. Although China has moved from initial exploration to a period of systematic deepening under the new situation, there are still inadequacies in research fields, and studies on promoting large-scale river basin ecological governance through multi-disciplinary and multi-field efforts remain limited. Therefore, this paper proposes that conducting ecological governance of the Yellow River based on the concept of integration constitutes an effective path for the current construction of ecological civilization in the Yellow River Basin. Secondly, by means of illustration and inductive summary, and in combination with the downstream ecological governance measures outlined in the Outline of the Plan for Ecological Protection and High-Quality Development of the Yellow River Basin, this paper analyzes the main tasks of Zhengzhou in the current "construction stage": the construction of the Zhengzhou Demonstration Zone for Ecological Protection and High-Quality Development in the Yellow River Basin, and the establishment of a collaborative development mechanism for urban agglomerations along the Yellow River. Based on the above analysis, specific ecological governance planning measures are put forward: the integrated construction of ecological corridors, the collaborative ecological governance of the Yellow River floodplains, and the integrated ecological restoration of the Yellow River floodplains. Finally, from the perspective of integrated thinking, it can be observed that the current ecological governance has evolved from a single project to a multi-dimensional comprehensive governance system. However, the core ecological issues of the Yellow River, such as challenges like high ecological vulnerability and resource constraints, remain unchanged. Therefore, this paper argues that the construction of an integrated ecological governance framework for the Yellow River needs to be considered in a coordinated manner from five dimensions: ecological space from the perspective of the entire river basin; ecological elements including mountains, rivers, forests, farmlands, lakes, grasslands, and deserts; restoration strategies that generate value transformation through the coupling of regional culture and ecological civilization; diversified collaborative mechanisms involving government coordination, corporate responsibility fulfillment, and public supervision; and cross-platform and multi-disciplinary collaborative research. Meanwhile, it summarizes the contradictory issues in the current ecological protection and high-quality development of the Yellow River Basin and elaborates on relevant reflections, aiming to guide the realization of high-level governance along the Yellow River.

本文以黄河中下游地区郑州段为例,首先明晰了一体化治理与高质量发展的理论定 义,确立生态一体化治理与高质量发展的双重课题。通过文献综述对黄河生态治理研究 现状进行评判,结合郑州段黄河的自身特点和不同历史时期存在的主要问题,总结了 “治理期、修复期、建设期”三个阶段的代表性举措,系统梳理各个时期的治理策略,工 程措施及生态效应。截止到“建设期”阶段,下游统筹治理逐渐取得成效,但生态问题的 复杂性并非一朝一夕可以解决。2019年黄河流域生态保护和高质量发展上升为国家战 略,高质量发展作为中国新发展阶段的核心理念,其理论定义在实践中不断深化,虽然 中国在新形势下从初步探索进入到系统深化时期,但依然存在研究领域不足,以多学 科、多领域推动大范围流域生态治理研究较为有限,因此本文提出基于一体化理念开展 黄河生态治理,是当前黄河生态文明建设的有效路径。其次,通过图例说明与归纳总结 的方法,结合《黄河流域生态保护和高质量发展规划纲要》中的下游生态治理措施,分 析当前郑州在“建设期”的主要工作:郑州黄河流域生态保护和高质量发展示范区建设、 黄河沿线都市圈协同发展机制构建;通过以上分析提出具体的生态治理规划措施:生态 廊道一体化构建、黄河滩区生态协同治理、黄河滩区生态一体化修复。最后,基于一体 化思维可以看出,当前生态治理已经从单一工程转向多维度的综合治理体系发展,但黄 河生态的核心问题,如生态脆弱性高,资源约束等挑战始终没变。因此本文认为,构建 黄河生态一体化治理框架需要从:整体流域视角的生态空间、山水林田湖草沙的生态要 素、通过地域文化与生态文明耦合产生价值转化的修复策略、政府统筹与企业履责还有公众监管的多元化协同机制、跨平台多学科的协同研究5个维度进行统筹考虑,同时归 纳当前黄河流域生态保护与高质量发展的矛盾问题并阐述一些思考,以期指引实现黄河 沿线高水平治理。
