In recent years, incidents involving lithium-ion battery fires and inappropriate passenger behavior in emergency exit row seats have frequently occurred in aircraft cabins, emerging as significant threats to in-flight safety. This study focuses on these two types of incidents and analyzes their root causes by examining actual case responses, relevant airline regulations, and aviation security laws both domestic and international. The analysis identifies several key risk factors, including insufficient awareness among passengers and some cabin crew regarding battery carriage restrictions and short-circuit prevention, lack of pre-boarding safety guidance, and ambiguities in emergency exit seat regulations. Based on these findings, the study proposes concrete countermeasures at both the airline and government levels, including enhanced passenger pre-flight education, improved crew training programs, and clarification of regulatory standards. The study highlights the urgent need to adopt effective policy measures to strengthen the safety of the air travel environment.

최근 몇 년 사이, 리튬이온 배터리 화재와 비상구 좌석에서의 승객의 부적절한 행동과 같은 사건들이 항공기 객실 내에서 빈번히 발생하며 기내 안전을 심각하게 위협하는 주요 요소로 부상하고 있다. 본 연구는 이러한 두 가지 유형의 사건에 주목하여 실제 사고 대응 사례, 관련 항공사 규정, 그리고 국내외 항공보안 관련 법령을 종합적으로 분석함으로써 그 근본 원인을 규명하였다. 분석 결과, 배터리 반입 제한 및 단락 방지에 대한 승객과 일부 승무원의 인식 부족, 탑승 전 안전 안내의 미흡, 비상구 좌석 관련 규정의 모호성 등이 주요 위험 요인으로 도출되었다. 이에 따라 본 연구는 항공사 및 정부 차원에서의 구체적인 대응 방안으로, 승객 대상의 사전 안전 교육 강화, 승무원 교육 프로그램 개선, 그리고 관련 규정의 명확화 등을 제안한다. 본 연구는 보다 안전한 항공여행 환경을 조성하기 위해 실효성 있는 정책적 조치의 시급한 도입 필요성을 강조한다.
