This study proposes institutional improvement measures to effectively respond to the increase in non-terrorist illegal interference on domestic flights. Currently, the in-flight security system only imposes limited security responsibilities on some cabin crew members, so it has structural limitations such as unclear qualification criteria, lack of practical training, lack of legal authority and disclaimer, and confusion in collaboration between roles. In particular, as impulsive threats such as disturbance under the influence of alcohol, assault on crew members, and attempt to open an emergency exit increase, the limitations of the current system are revealing to ensure a consistent and immediate response. To solve this problem, this study proposes to strengthen on-site response power and enhance security expertise by designating all qualified cabin crew members as cabin security personnel. Major policy proposals include scenario-based practical training programs, legal authority and immunity for security personnel, and introduction of standardized collaboration manuals between captain-room crew-in-flight security personnel. This reorganization of the system is expected to greatly improve aviation security capabilities and contribute to securing passenger safety.

이 연구는 국내선 항공편에서 비(非)테러형 불법 방해 행위가 증가함에 따라 이에 효과적으로 대응하기 위한 제도적 개선 방안을 제안한다. 현재 기내 보안 시스템은 일부 승무원에게만 제한적인 보안 책임을 부여하고 있어, 자격 기준의 불명확성, 실질적인 훈련 부족, 법적 권한 및 면책 부재, 역할 간 협업의 혼란 등 구조적인 한계를 안고 있다. 특히 음주 소란, 승무원 폭행, 비상구 개방 시도 등 충동적인 위협이 증가함에 따라, 일관되고 즉각적인 대응을 보장하기 위한 현행 시스템의 한계가 더욱 두드러지고 있다. 이에 본 연구는 자격을 갖춘 모든 객실 승무원을 ‘기내 보안요원’으로 지정함으로써 현장 대응력을 강화하고 보안 전문성을 제고할 것을 제안한다. 주요 정책 제안으로는 시나리오 기반의 실전 훈련 프로그램, 보안요원에 대한 법적 권한 및 면책 부여, 기장-객실승무원-기내보안요원 간 표준화된 협업 매뉴얼 도입 등이 포함된다. 이러한 시스템 개편은 항공 보안 역량을 크게 향상시키고, 승객 안전 확보에 기여할 것으로 기대된다.
