This study investigates the characteristics and sustainability strategies of local theater companies through a case study of Baedari Theater, a community-based theater group in Pyeongtaek. Local theater companies serve as key cultural institutions that guarantee residents’ cultural rights and foster community engagement, yet they face various challenges in areas such as creative systems, leadership structures, production infrastructure, and community connections. Based on the researcher’s experience as the resident director of Baedari Theater from 2023 to 2025, this study draws on practical insights from directing five productions during that period. The research employed surveys and in-depth interviews with a total of 39 participants, including both trained theater professionals and citizen participants, to examine the creation and operation systems, changes in participants’ perceptions, community formation, and structural limitations. The analysis results showed that the Baedari Theater Company shows how citizen art works through four characteristics: a collaborative structure between majors and non-majors, a long-term and repetitive practice process, a director-centered production system, and the formation of emotional relationships with the audience and the community. At the same time, the company faced obstacles such as a lack of technical staff, limited incorporation of local identity, and challenges in distributing responsibilities. To address these issues, this study proposes several strategies for sustainability: experimenting with circular production systems, expanding regionally rooted creative content, restructuring public support systems toward distribution and outreach, and promoting interregional exchange. By incorporating the voices of citizen participants, this research offers practical recommendations that can serve as a foundation for future cultural policy and the development of community-based arts. However, this study is limited to a specific region, Pyeongtaek, and a single theater company case, and the small scale of the survey and interviews restricts the generalizability of the findings.

본 연구는 평택을 기반으로 활동하는 지역극단인 극단 배다리와의 연출 작업 경험을 사례로 삼아, 창 작과 운영 과정에서 나타난 특성을 고찰하고, 지역극단의 지속 가능성과 발전 방안을 탐색하고자 하였다. 지역극단은 지역 사회의 문화적 기반이자 주민의 문화 향유권을 실현하는 핵심 기관으로 기능하지만, 창 작 시스템, 리더십 구조, 제작 인프라, 지역사회와의 연계 등 다양한 과제에 직면하고 있다. 본 연구는 연 구자가 2023년부터 2025년까지 극단 배다리의 상임연출로 활동하며 연출한 다섯 편의 공연 경험을 중심 으로 진행되었으며, 이 현장 경험을 연구의 기초 자료로 삼았다. 연구 방법으로는 해당 기간 동안 공연에 참여한 배우 및 스태프(전공자와 시민 참여자를 포함)를 대상으로 설문조사와 심층 인터뷰를 병행하였다. 총 39명의 설문 응답과 6명의 인터뷰 내용을 바탕으로, 창작 및 운영 구조, 참여자 인식 변화, 공동체 형 성과 한계 요인 등을 다층적으로 분석하고, 그로부터 지역극단의 지속성과 발전을 위한 실천적 방안을 도출하고자 하였다. 분석 결과, 극단 배다리는 전공자와 비전공자의 협업 구조, 장기적이고 반복적인 연 습 과정, 연출자 중심의 제작 시스템, 관객 및 커뮤니티와의 정서적 관계 형성이라는 네 가지 특성을 통 해 시민예술의 작동 방식을 보여주었다. 동시에 스태프 인력의 취약성, 지역성 반영의 부족, 역할 분산의 어려움은 극단의 지속 가능성에 위협 요인으로 작용하고 있었다. 이에 본 연구는 순환형 제작 구조의 실 험, 지역성 기반 창작의 확대, 유통 중심의 공공 지원 체계 개편, 지역 간 교류 확대 등을 발전 전략으로 제시하며, 시민이 창작 주체로 참여하는 공동체 예술의 가능성과 조건을 제안하고자 한다. 특히 시민 참 여자의 실제 목소리를 반영한 실천적 제언은 향후 지역문화정책과 시민예술 활성화를 위한 기초 자료로 서 의의가 클 것으로 기대한다. 다만, 본 연구는 평택이라는 특정 지역과 하나의 극단 사례에 한정되었 고, 설문과 인터뷰의 규모가 제한적이어서 연구 결과의 일반화에는 한계가 있다.
