This study examines the infrastructure reconstruction projects in Fukushima, carried out to revitalize the region following the explosion at the Fukushima Daiichi Nuclear Power Plant, from the perspective of the cultural politics of emotion. How do these reconstruction efforts promise recovery? This study examines how such promises summon specific times and subjects, envision a particular world as an inevitable future, and shape the present to move in a certain direction toward that future, all within a framework of emotional dimensions. In the process of constructing an experimental site for new decommissioning industries, such as the dismantling of the accident-damaged nuclear power plant and the release of contaminated water into the ocean, positive emotions such as indifference to risk, trust in safety, hope for recovery, promises for the future, and expectations for innovation have been systematically and extensively mobilized and deployed. Infrastructure reconstruction in Fukushima, symbolized by the phrase “Happy Road,” is not merely a technical process but rather a cultural politics of emotion, a competition of imaginations for a desirable future, and an ethical arena that reconfigures the conditions of publicness and exclusion. The reconstruction of infrastructure has provided a shared horizon for a “total mobilization” toward “All New Japan” and “the creation of a new Japan” by circulating among various subjects, accumulating positive values such as “hope and future” and “the rebirth of a new Japan,” and moving beyond disasters. However, it is difficult to say that the promises of revival, visions of a hopeful future, and the path to happiness fully align with everyday emotions of returning residents. The stories of those who question the promises of revival, those marginal beings or outsiders of the revival community who do not share the orientation toward recovery must become the fragments that compose the multiple landscapes of narratives for the recovery of the Fukushima’s evacuation municipalities.

이 연구는 도쿄전력 후쿠시마 제1원전 폭발 사고 이후 후쿠시마의 부흥을 위해 진행되는 인프라의 재건 프로젝트를 감정의 문화정치라는 측면에서 바라보고자 한다. 인프라의 재건을 위한 활동들은 어떻게 부흥을 약속하고 있는가? 그러한 부흥의 약속은 어떠한 시간과 주체를 소환하면서, 어떻게 특정한 세계를 당연한 미래로 상상하고, 그리고 그 미래를 위한 현재를 특정한 방향으로 나아가도록 틀 짓는지를 감정의 체계와 함께 살펴본다. 사고 원전의 폐로 작업, 오염수 해양방류 등이 폐로 신산업의 실험장을 구성하는 과정에서 위험에 대한 무심함, 안전에 대한 신뢰, 부흥에의 희망, 미래의 약속, 혁신에 대한 기대 등 긍정적인 감정이 체계적이고도 광범위하게 동원되고 배치되었다. “해피 로드”(Happy Road)로 상징되는 후쿠시마에서의 인프라 재건은 단순한 기술적 공정이 아니라, 감정의 문화정치이자 바람직한 미래에 대한 상상의 경합이며, 공공성과 배제의 조건을 재구성하는 윤리적 장이기도 하다. 인프라의 재건은 다양한 대상들을 순환하며 재난을 벗어나 “희망과 미래”, “새로운 일본 창생”이라는 긍정적인 가치를 축적하면서 “올 뉴 재팬” 그리고 “새로운 일본 창출”을 위한 ‘총력 결집’이라는 하나의 공유된 지평을 제공해 나갔다. 그러나 인프라의 재건을 둘러싼 이러한 부흥의 약속, 희망의 미래, 행복의 길이 귀환한 주민들의 일상적 감정을 이루고 있다고 보기는 어렵다. 부흥의 약속에 의문을 품는 이들, 부흥으로 향하는 대상에 대한 정향을 공유하지 않는 부흥 공동체의 경계인, 혹은 이방인들의 이야기가 후쿠시마 피난시정촌의 재생을 위한 다양한 말들의 풍경을 이루는 조각이 되어야 한다.
