Purpose : This study aims to highlight the role and necessity of transition finance in achieving carbon neutrality in the shipping industry and to propose a tailored model and policy framework to promote effective decarbonization in Korea. Research design, data, methodology : This study analyzes the policies of the International Maritime Organization (IMO), the European Union (EU), and global transition finance cases, along with the limitations of Korea's shipping industry, and proposes policy improvements based on these findings. Results : This study identifies the need for transition finance in response to the carbon-intensive nature of the shipping industry, examines the limitations of domestic systems, analyzes cases from the EU and Japan, and proposes the establishment of a clear classification system and a public-private financial ecosystem as policy priorities. Conclusions : This study emphasizes transition finance as a strategic tool for achieving carbon neutrality and proposes the need for collaboration among the government, financial institutions, and industry, along with the establishment of a reliable institutional framework to support the decarbonization of the shipping sector.

본 연구는 기존 녹색금융이 육상 산업 중심으로 운영되어 해운산업의 구조적 전환을 지원하는 데 한계가 있음을 지적하고, 해운부문의 탄소중립 목표 달성을 위해 고탄소 산업의 점진적 저 탄소화를 촉진하는 전환금융의 체계적 도입이 필수적임을 제안하였다. 전환금융은 탄소중립 목표 달성을 위한 고탄소 산업의 점진적인 전환을 지원하는 금융 수단으로, 2024년 기준 글로 벌 시장 규모는 약 244억 달러에 이르고 있다. 그러나 한국은 전환금융에 특화된 제도와 민간 참여 기반이 미흡하여 EU 및 일본에 비해 정책적 대응이 제한적이며, 특히 해운 부문은 친환 경 선박 금융 비중이 급감하고 K-Taxonomy가 LNG 중심의 과도기적 연료만을 지원하는 한계 를 드러내고 있는 반면, 글로벌 해운기업들은 지속가능연계채권을 활용하여 탄소감축 목표와 금융 조건을 연계하는 적극적인 전략으로 대응하고 있다. 이에 본 연구에서는 해운산업의 탄 소중립 전환을 촉진하기 위한 방안으로 전환금융의 기준과 평가 체계 확립, 금융기관 및 기업 의 역량 강화, 민관 협력 기반의 금융생태계 조성, 기술로드맵 연계 투자전략 수립 등을 제언 하였으며, 이를 통해 전환금융이 해운산업의 구조적 혁신과 지속 가능한 성장을 견인하는 핵 심적 수단이 될 수 있음을 강조하였다.
