This study explores future-oriented design alternatives for a sustainable military service system in South Korea. By assessing the sustainability and limitations of the current conscription-based system, the research employs SWOT-STEPPER analysis to identify key short-, mid-, and long-term tasks. The SWOT analysis highlights strengths such as low labor costs and stable troop recruitment while revealing economic inefficiencies and fairness concerns. The STEPPER analysis examines the potential impacts of societal, technological, demographic, and political changes on the system. Based on these insights, the study proposes strategies for gradual evolution, including integrating voluntary service within conscription, enhancing troop efficiency through military science and technology, increasing the participation of women and multicultural resources, and extending officers' retirement age. These measures aim to ensure the long-term sustainability of military service while aligning it with national security needs.

본 연구는 대한민국 병역제도의 지속가능성과 발전 방향을 중심으로 미래지향적 병역제도 설계 방안을 탐구하였다. 이를 위해 현행 병역제도(징병제)의 지속가능성 및 한계를 평가하고, SWOT-STEPPER 분석 을 활용하여 단기 및 중·장기 과제를 도출하였으며, 미래 트렌드 변화에 적응할 수 있는 진화적 대안을 제안하였다. SWOT 분석 결과, 현행 징병제는 상대적으로 낮은 인건비와 병력충원 체계의 예측 가능성 측면에서 강점을 가지는 반면, 경제적 비효율성과 병역 이행의 형평성 문제는 약점으로 지적되었다. 또한, STEPPER 분석을 통해 미래 사회·기술·인구·정치적 변화가 병역제도에 미칠 영향을 예측하고, 이러한 변화를 반영하여 병역제도의 점진적 진화를 위한 전략을 설계하였다. 제시된 주요 전략으로는 징병제를 기반으로 한 모병제적 요소의 강화, 군사과학기술 활용을 통한 병력 운영의 효율성 증대, 여성 및 다문화 병역자원의 확대, 간부 정년 연장 등이 포함되었다.
