It is impossible to predict and prepare for all disasters due to the uncertainty that accompanies them. Therefore, this study aims to draw implications for designing an effective disaster relief fund according to the type of disaster. It analyzes past natural and social disasters in other countries using relief funds. To this end, this study conducted a comparative analysis of the disaster assistance payment system, focusing on the support entity, scale of support, target for support, type of support, and delivery method. The analysis shows that the public sector, especially central governments, primarily provides support for both natural and social disasters. Natural disasters usually cause more widespread damage, leading to more significant assistance than social disasters. Unlike natural disasters, where aid is limited to affected residents, support for social disasters can cover a broader population based on the extent of damage. Finally, cash-based assistance is the fundamental policy in all disaster cases regarding the delivery system. However, in-kind assistance was also provided to a considerable extent in natural disasters requiring relative urgency.

재난이 수반하는 불확실성으로 인하여 모든 재난을 예측하고 대비하는 것이 불가능하다. 이에 따라 본 연구는 피해지원을 위한 정책수단으로서 재난지원금이 지급되었던 해외 사례를 중심으로 재난 유형 에 따른 효과적인 재난지원금제도를 설계에 대한 시사점을 도출하고자 하였다. 이를 위하여 본 연구는 재난지원금제도를 지원주체, 지원규모, 지원대상, 지원유형 및 전달방식에 초점을 맞추어 비교분석을 진행하였다. 분석 결과에 따르면, 모든 사례에서 주요 지원주체는 중앙정부 등 공공부문이었으나 자연재 난의 경우 국제기구가 참여하는 사례가 있었으며, 사회재난은 지자체 혹은 민간부문에서 추가적인 지원 이 나타났다. 지원규모의 경우, 자연재난은 상대적으로 광범위한 피해를 야기하였기 때문에 많은 규모의 지원금이 피해대상자에게 지급되었다. 또한, 범위와 대상의 식별가능성 차이에 따라 피해지역 주민 혹은 가구를 중점적으로 지원하는 자연재난 지원금과 달리 사회재난에서는 지원범위가 전 국민을 대상 으로 하여 비교적 넓었다. 마지막으로, 전달체계에 있어 모든 사례에서 현금성 수단 지급 정책이 기본으 로 시행되었으나 상대적으로 긴급성을 요하는 자연재난에서는 현물 지원도 상당 부분 병행되었다.
