This study aims to conduct an in-depth analysis of the educational status of Mongolian immigrantbackground youth, who are emerging as important members in the multicultural transition of Korean society, and to propose policy improvement measures to guarantee their right to learn and achieve successful social integration. Through a literature review, it was found that Mongolian youth receive education in Mongolian schools in Korea and public schools, but face complex difficulties such as language barriers, differences in culture and educational methods, lack of educational infrastructure, and unstable legal status. In particular, insufficient Korean language proficiency acts as a key factor in academic underachievement and school maladjustment, while poor educational facilities and undocumented status deepen educational opportunity inequality. Therefore, this study suggests integrated improvement measures to guarantee the educational rights of Mongolian youth, including: • Strengthening legal and institutional guarantees for educational opportunities • Expanding tailored Korean language education and bilingual education programs • Enhancing educational infrastructure and support systems • Establishing psychological and emotional support systems for cultural adaptation

본 연구는 한국 사회의 다문화적 전환 과정에서 중요한 구성원으로 부상하고 있는 몽 골 출신 이주배경 청소년의 교육 실태를 심층적으로 분석하고, 이들의 학습권 보장과 성 공적인 사회 통합을 위한 정책적 개선 방안을 제시하는 데 목적이 있다. 연구를 분석 결 과로 몽골 청소년들은 재한몽골학교와 공립학교 등에서 교육을 받고 있으나, 언어적 장 벽, 문화 및 교육 방식의 차이, 교육 인프라 부족, 불안정한 법적 지위 등 복합적인 어려 움에 직면하고 있는 것이 현실이다. 특히 한국어 능력 부족은 학업 부진과 학교 부적응 의 핵심 요인으로 작용하며, 열악한 교육 시설과 미등록 체류 신분은 교육 기회의 불평 등을 심화시키고 있었다. 이에 본 연구는 몽골 청소년의 교육권 보장을 위해 ▲교육 기 회의 법적·제도적 보장 강화, ▲맞춤형 한국어 교육 및 이중언어 교육 프로그램 확대, ▲ 교육 인프라 확충 및 지원 체계 강화, ▲문화적응을 위한 심리·정서적 지원 체계 구축 등 을 통합적인 개선 방안으로 제언한다.
