In modern theories of justice, the issues of distribution and recognition have been mainly addressed, but most of these discourses have been conducted by setting boundaries based on modern territorial states. However, with the emergence of transnational phenomena such as the climate crisis, refugee issues, and poverty in the era of globalization, a new review of existing theories of justice is being requested. In this regard, Nancy Fraser has argued for a theory of justice in the era of globalization through a multidimensional approach encompassing the content, parties, and methods of justice. In this paper, we will examine the political and philosophical issues of the refugee issue, one of today's international issues, and examine Fraser's theory. Finally, we will apply Fraser's theory to the refugee issue to reflect on the scope of global justice in the global order and discuss its ethical implications.

현대 정의 이론에서 주로 분배와 인정의 문제를 다루어 왔으나, 이 러한 담론들은 대부분 근대 영토국가(modern territorial state)를 단위 로 경계를 설정하여 진행되었다. 그러나 지구화 시대에 기후 위기, 난 민 문제, 빈곤 문제와 같은 초국가적 현상이 나타남에 따라 기존의 정 의 이론에 대한 새로운 검토가 요청되고 있다. 이와 관련하여 낸시 프 레이저(Nancy Fraser)는 정의의 내용, 당사자, 방법을 아우르는 다차원 적 접근을 통해, 지구화 시대의 정의 이론을 주장하였다. 본 논문에서 는 오늘날 국제적 이슈 중 하나인 난민 문제에 대한 정치 철학적 쟁점 에 대해 검토하고 프레이저의 이론을 살펴보고자 한다. 끝으로 프레이 저의 이론을 난민 문제에 적용하여 글로벌 질서 속에서의 지구적 정의 의 범위에 대한 성찰과 윤리학적 의미를 다루어 보고자 한다.
