The purpose of this study was to develop a multidimensional matrix to effectively respond to the complex and uncertain future changes in the sports sector using Morphological Analysis and to derive specific strategic agendas for future sports policy. This study employed a morphological analysis method, utilizing key factors identified in previous research across sports policy, science and technology, and social domains. Issues for each domain were refined and analyzed through collaboration between researchers and an advisory committee composed of experts from various fields. The results identified major issues along three dimensions: sports policy, science and technology, and social domains. Based on this, a total of nine sports policy agendas were derived. These include ‘Enhancing Sports Accessibility for an Aging Society,’ ‘Expanding Sustainable and Eco-Friendly Sports Facilities,’ ‘Urban Sports Infrastructure Expansion and Smart City Development,’ ‘Expansion of Digital Sports Education Programs,’ ‘Enhancing Global Sports Competitiveness,’ ‘Promoting Inclusive Sports Participation,’ ‘Training Innovative Personnel in the Sports Industry,’ ‘Integration of Sports and Remote Health Management,’ and ‘Sports Revitalization Strategy for Addressing Regional Depopulation.’ This study contributes to sports policy by applying morphological analysis to propose multidimensional and effective strategic responses, providing practical utility for policy decision-making and implementation processes.

본 연구는 스포츠 분야에서 복잡하고 불확실한 미래환경 변화에 효과적으로 대응하기 위하여 형태분석법(Morphological Analysis)을 활용하여 다차원 매트릭스를 개발하고, 이를 토대로 미래 스포츠정책의 구체적인 전략과제를 도출하는 데 목적이 있다. 이를 위해 선행연구를 통해 도출된 스포츠정책 영역과 과학기술 및 사회 분야의 핵심 요소를 기반으로 다차원 형태분석 매트릭스를 구성하였으며, 연구진과 다양한 분야의 전문가들로 구성된 자문위원단의 협의를 통해 형태영역별 이슈를 정제하고 분석하였 다. 이와 같은 과정을 통해 스포츠정책영역, 과학기술분야, 사회분야의 3가지 축을 중 심으로 형태영역별 주요 이슈들을 구체적으로 규명하였으며, 이를 기반으로 총 9가지 의 스포츠정책의제가 도출되었다. 도출된 주요 정책의제는 ‘고령화 사회 스포츠 접근성 강화’, ‘지속 가능한 친환경 스포츠 시설 확충’, ‘도시 스포츠 인프라 확대 및 스마트도시 구축’, ‘디지털 스포츠 교육 프로그램 확대’, ‘글로벌 스포츠 경쟁력 강화’, ‘포용적 스포 츠참여 활성화’, ‘스포츠 산업 혁신 인력 양성’, ‘스포츠와 원격 건강관리 융합 확대’, ‘지 방소멸 대응을 위한 스포츠 활성화 전략’이다. 본 연구는 형태분석법을 스포츠정책 분 야에 적용하여 다차원적이고 실효성 높은 전략적 대응책을 제시함으로써 정책결정과 집행과정에서의 실질적인 활용성을 제공할 것으로 기대된다.
