This study aimed to examine the effect of civic learning on school civic participation among Taiwanese adolescents, focusing on the mediating role of perceived decision-making participation and the moderating role of interpersonal relationships. For this purpose, data from 5,186 Taiwanese middle school students were extracted from the 2022 ICCS dataset and analyzed using SPSS 26.0 and PROCESS Macro 3.3. The results revealed that civic learning had a significant direct effect on school civic participation, and perceived decision-making participation partially mediated this relationship. Furthermore, interpersonal relationships moderated the relationship between civic learning and perceived decision-making participation. Specifically, the moderated mediation effect was stronger when the level of interpersonal relationships was low. These findings suggest that the effectiveness of civic learning may vary depending on students’ social contexts, highlighting the importance of fostering positive interpersonal relationships within school environments to support the development of civic competence in adolescents.

본 연구는 대만 청소년을 대상으로 시민학습이 학교시민참여에 미치는 영향을 분석 하고, 이 관계에서 의사결정참여인식의 매개효과와 대인관계의 조절효과를 검토하였 다. 이를 위해 2022년 ICCS자료 중 대만 중학생 5,186명의 데이터를 활용했으며, SPSS 26.0과 PROCESS Macro 3.3을 이용해 분석을 실시하였다. 연구 결과, 시민학습은 학 교시민참여에 직접적으로 유의미한 영향을 미쳤으며, 의사결정참여인식은 이 관계를 부분 매개하는 것으로 나타났다. 또한, 시민학습과 의사결정참여인식 간의 관계는 대 인관계에 의해 조절되었고, 대인관계 수준이 낮을수록 간접효과가 더 크게 나타나는 조절된 매개효과가 확인되었다. 이는 시민학습의 효과가 학생의 사회적 관계 맥락에 따라 달라질 수 있음을 시사하며, 청소년의 시민성 발달을 촉진하기 위해서는 긍정적 인 대인관계를 조성하는 학교 환경이 중요함을 시사한다.
