The purpose of this study is to empirically elucidate the macro-structure and recurring patterns of discrimination discourses against migrant workers, as well as to identify the discursive characteristics and policy implications associated with specific terms. To this end, 365 academic articles on discrimination against migrant workers, published in KCI-indexed and candidate journals up to May 2025, were collected, and the connectivity and centrality of core keywords were quantitatively analyzed. In particular, through the comparison of the network analysis results of two terms, ‘foreign worker’ and ‘migrant worker’, we specifically analyze the impact of the choice of terminology on the research topic and the direction of the policy debate. The analysis revealed that the discourse surrounding migrant workers is predominantly structured around keywords that reflect the state’s managerial perspective, including terms such as “work permit system,” “policy,” and “system.” In contrast, gender- and rights-oriented keywords—such as “migrant women,” “human rights,” and “domestic work”—appear at the periphery of the discourse, indicating a hierarchical organization of thematic priorities. Furthermore, terminology emerged as a critical mechanism shaping the direction of discourse: the term “migrant workers” was strongly associated with rights-based and subjectivity-oriented concepts, whereas “foreign workers” was more often linked to discourses of control and administrative management. Based on these findings, this study offers a set of policy recommendations, including the formal adoption of the term “migrant worker,” the implementation of discourse-informed human rights impact assessments, and the institutionalization of stakeholder participation. Academically, the study advocates for heightened language sensitivity in research design, subject-centered qualitative approaches, and a more critical examination of discursive structures. This study is significant as an academic foundation for structural diagnosis of discriminatory discourse against migrant workers in Korea and for policy implementation.

본 연구의 목적은 이주노동자 차별 담론의 거시적 구조와 반복 양상을 실증적으로 규명하고, 용어별 담론 특성과 정책적 함의를 도출하는 데 있다. 이를 위해 2025년 5월 까지 KCI 등재지 및 등재후보지에 수록된 이주노동자 차별 관련 학술논문 365편을 수 집하여 핵심 키워드의 연결성과 중심성을 계량적으로 분석하였다. 특히 ‘외국인근로자’ 와 ‘이주노동자’ 라는 두 가지 용어별 네트워크 분석결과의 비교를 통해, 용어의 선택이 연구 주제와 정책적 논의의 방향성에 미치는 영향을 구체적으로 분석하였다. 분석 결 과, 이주노동자 담론은 ‘고용허가제’, ‘정책’, ‘제도’ 등 국가의 관리적 시선이 반영된 키 워드를 중심으로 구성되었고, ‘이주여성’, ‘인권’, ‘가사노동’ 등 젠더 및 권리 관련 키워 드는 주변부에 위치한 위계적 구조를 보였다. 또한 ‘이주노동자’는 권리·주체성 중심 키 워드, ‘외국인근로자’는 관리·통제 중심 키워드와 강하게 연결되어, 용어 사용이 논의 방향을 결정짓는 주요 기제로 작동함을 확인하였다. 이에 따라 본 연구는 ‘이주노동자’ 용어의 공식화, 담론 기반 인권영향평가 도입, 당사자 참여 제도화 등의 정책 제언과 함 께, 언어 감수성 기반 연구 설계, 주체 중심의 질적 접근, 담론 구조에 대한 비판적 분석 등 학술적 전환 방향도 제시하였다. 본 연구는 국내 이주노동자 차별 담론을 구조적으 로 진단하고, 실천적 대안을 모색하는데 기초자료로서 의의를 갖는다.
