The purpose of this study is to present implications for the future development of localized textbooks for the fourth grade of elementary school developed for localization education in Gangwon-do through the development process and writing experience. To this end, we examined the development process of localized textbooks and the experiences of the writers who participated in writing them. In this process, the peculiarities and problems of the development process of localized textbooks were identified, and measures to improve the quality of localized textbooks were sought. Localized textbooks in Gangwon-do are carried out in a way that the Gangwon-do Institute of Education revises every year with discretion, and the opinions of teachers used in writing have become important. In addition, there was a peculiarity that the development was being carried out in two ways, a book type and a digital type. In the development process, problems such as lack of regional characteristics and incomplete textbooks due to lack of budget and lack of participation by local organizations and local experts were revealed, leading to excessive work of writing teachers and the production of low-quality textbooks. As a way to improve the quality of localized textbooks, cooperation with local organizations, conversion to main materials that are not subordinate to certified social textbooks, and assistance from professional publishers through active budget support are needed.

본 연구는 강원도 지역화 교육을 위해 개발한 초등학교 4학년 지역화 교재의 개발 과정과 집필 경험을 통해 앞으로의 지역화 교재 개발에 시사점을 제시하는 데 목적이 있다. 이를 위해 지역화 교재의 개발 과정 및 집필에 참여한 집필진들 의 경험은 어떠했었는지 살펴보았다. 이 과정에서 지역화 교재의 개발 과정의 특이점과 문제점을 확인하였으며 지역화 교재의 질 개선을 위한 방안을 모색해 보았다. 강원도 지역화 교재는 강원도교육연구원이 재량권을 가지고 매년 재개정하 는 방식으로 이루어지고 있으며 집필 시 활용 교사의 의견을 중요하게 삼았다. 또한 서책형과 디지털형으로 두 가지 방식으로 개발이 이루어지고 있는 특이점 이 있었다. 개발 과정에서는 지역 단체 및 지역 전문가 미참여, 검정 교과서에 종속되어 지역적 특색이 부족하고 불완전한 교재의 형태, 예산 부족으로 인해 집필 교사의 업무 과다와 질 낮은 교재의 제작으로 이어지는 등의 문제점이 드러났다. 지역화 교재의 질 개선을 위한 방안으로 지역 단체와의 협력, 검정 사회교과 서에 종속되지 않는 주교재로의 전환, 적극적인 예산 지원을 통한 전문 출판사의 조력 등이 필요하다.
