In Korea, the employment rate of young people aged 20 to 24 has continued to decline for decades since 2000 due to various factors such as college entrance examination, higher education, deferment of graduation, military enlistment, and changes in the recruitment system, and the period of time from college graduation to first employment is increasing. To solve this problem, successive governments have set youth employment as a top national task and established university job center projects within universities and have been expanding and operating them every year. In this study, we developed a specific development model for the specialized program of the University Job Plus Center, which plays a key role in the youth employment service delivery system in Korea, and presented an operation plan to expand and improve the performance of the University Job Plus Center. To this end, we first analyzed the operational status of the specialized program of the University Job Plus Center, and second, we analyzed the perceptions and demands of internal and external stakeholders of the specialized program, and derived a draft development model of the specialized program of the specialized program. Third, the development model was confirmed through an expert feasibility study on the development model, and fourth, the development strategy and operation plan of the base-type specialized program were presented together. Meanwhile, in the process of deriving the development model and operation plan, a professional research company was hired to reflect the opinions of various service providers and beneficiaries, such as employment service experts (20 people) from academia and research institutes, as well as young people using the service (11 people), internal staff from all universities (49 schools), and human resources managers from local industries (200 people). In addition, this study presented effective policy recommendations necessary for the base-type University Job Plus Center to develop as a specialized delivery system for youth employment services.

우리나라는 대학입시와 고학력화, 졸업유예, 군 입대, 채용제도 변화 등 여러 요인들로 인해서 2000 년 이후 20∼24세 청년층의 고용률이 십수년 간 지속적으로 하락하고 있으며 대학 졸업 이후 첫 취업 까지 소요 기간도 늘어나고 있다. 이러한 문제를 해결하기 위해 역대 정부에서는 청년층 일자리를 최우 선 국정과제로 정하고 대학일자리센터 사업을 대학 내에 설치하여 매년 확대, 운영해 오고 있다. 본 연구에서는 우리나라에서 핵심적인 청년고용서비스 전달체계의 역할을 수행하는 대학일자리플러 스센터의 확산 및 성과 제고를 위해서 대학일자리플러스센터 거점형 특화프로그램의 구체화된 발전모 델을 개발하고 운영방안을 제시하였다. 이를 위해서 먼저 대학일자리플러스센터의 거점형 특화프로그 램의 운영 실태를 분석하고 둘째, 거점형 특화프로그램의 대내ㆍ외 이해관계자들의 인식 및 요구사항 을 분석하여 거점형 특화프로그램의 발전모델 초안을 도출하였다. 이어서 셋째, 발전모델에 대한 전문가 타당성 조사를 통해서 발전모델을 확정하고 넷째, 거점형 특화프로그램의 발전전략 및 운영방안을 함께 제시하였다. 한편 발전모델 및 운영방안을 도출하는 과정에서 전문조사업체를 섭외하여 학계․연 구기관의 고용서비스 전문가(20명)는 물론이고 서비스 이용 청년(11명), 전체 대학 내부 관계자(49개 교), 지역 산업체 인사담당자(200명) 등 다양한 서비스 제공자 및 수혜자의 의견을 반영하였다. 이와 더 불어 본 연구에서는 거점형 대학일자리플러스센터가 청년고용서비스 특화 전달체계로서 발전하기 위해 필요한 실효성 있는 정책 제언을 제시하였다.
