This study aims to analyze the private security industry in Australia, identify the challenges it faces, and propose strategies to enhance public safety capabilities. To this end, semi-structured interviews were conducted with security personnel and police officers operating in Queensland, Australia, and the data were analyzed using the Framework Analysis method, a form of deductive thematic analysis. The results revealed that regulatory inconsistencies in the private security industry reflect the institutional fragility of its legal foundations. This structural vulnerability, in turn, has led to a lack of service differentiation and operational inefficiencies. The study emphasizes the need to establish a public-private cooperation model as a means to strengthen regional security capacity, which may also serve as a structural foundation for the sustainable development of the entire industry. Furthermore, from a human resources perspective, the study suggests introducing enhanced training programs, technological integration, and incentive systems to attract and retain highly competent personnel. Finally, based on the Australian case, the study offers policy implications for the advancement of the private security industry in South Korea.

본 연구는 호주의 민간경비산업을 분석하고, 해당 산업이 직면한 문제점을 확인하여 치안역량강화 방안을 도출하는 것을 목적으로 하였다. 이를위해 호주 퀸즐랜드 주에서 활동하는 민간경비 종사자 및 경찰관을 대상으로 반구조화 인터뷰를 진행하였고, 연역 적 주제분석 기법을 적용하여 자료를 분석하였다. 연구결과, 민간경비산업 규제의 불일 치는 민간경비산업의 법제도적 기초의 취약성을 보여주었고, 이러한 구조적 취약성의 결과로써 다양한 서비스의 차별화 부족 및 운영의 비효율성이 나타는 것으로 확인되었 다. 지역적 치안역량강화를 위해서 공공과 민간의 협력강화 모델 수립이 필요하고, 이 것은 산업 전체의 지속가능한 발전을 위한 구조적 밑거름이 될 것으로 분석되었다. 추 가적으로, 인적 측면에서 역량이 높은 인력 유입을 위한 교육훈련, 기술도입, 인센티브 강화 등이 도입되어야 할 것이다. 끝으로, 호주의 사례를 바탕으로 한국의 민간경비산 업 발전을 위한 정책적 시사점을 도출하였다.
