This paper aims to suggest a policy for diversifying the industrial structure so that Jeju Island, which is focused on the tourism industry, can overcome the difficulties caused by the decline in tourists and achieve sustainable development. Accordingly, we conducted an in-depth analysis of the cases of Singapore and Hawaii, which have successfully diversified despite their geographic characteristics as islands and economic structures centered on the tourism industry. Based on the analysis results, considering Jeju Island's environmental and industrial characteristics, a total of five fields were selected: clean energy, marine industry, bio and agricultural technology, IT and digital industry, and space industry. In addition, we plan to present practical policy measures optimized for Jeju Island by benchmarking overseas successful cases in each field.

본 논문은 관광산업에 집중된 제주도가 관광객 감소로 겪는 어려움을 극복하고, 지속 가능한 발전을 이루도록 산업구조 다각화 정책을 제시하는데 목표를 두고 있다. 기존 연구에 따르면, 산업구조의 다양성은 지역 경제의 안정 과 성장에 긍정적인 영향을 미치는 것으로 나타났다. 이에, 섬이라는 지리적 특성과 관광산업 중심의 경제 구조를 가 지면서도 다각화에 성공한 싱가포르와 하와이 사례를 심층 분석했다. 분석 결과를 바탕으로 제주도의 환경적, 산업적 특성을 고려하여 청정에너지, 해양산업, 바이오 및 농업기술, IT 및 디지털 산업, 우주산업, 총 5개 분야를 선정했다. 또한, 각 분야별 해외 성공 사례를 벤치마킹하여 제주도에 최적화된 실질적인 정책 방안을 제시하고자 한다.
