The purpose of this study is to define the concept of digital competency for elementary school teachers and present it as a framework. To this end, 13 previous studies related to digital competency were analyzed and keywords that are frequently used in teachers' digital competency definition were extracted as word clouds. By combining the keywords and the five competencies required of elementary school teachers, the digital competency of elementary school teachers was defined as the ability to design creative and critical digital utilization education based on the understanding of digital teaching and learning, and to develop empathy, communication, and expertise in an ethical way by forming an educational community. In addition, by analyzing 10 digital competency frameworks and 6 elementary school teachers competency frameworks together, a total of six core competencies and 22 detailed competencies were proposed: "understanding digital," "understanding digital teaching and learning," "using digital technology," "using digital education," "digital utilization ethics," and "developing digital teaching and learning expertise." This study is significant in that it defined the concept of digital competency for elementary school teachers and presented a framework as an indicator for improving digital competency for elementary school teachers.

본 연구는 초등교사 디지털 역량 개념을 정의하고 프레임워크로 제시하는 데 목적이 있다. 이를 위해 디지털 역량 관련 선행연구 13편을 분석하여 교사의 디지털 역량 정의에서 사용 빈도가 높은 핵심어를 워드클라우드로 추출하였다. 핵심어와 초등교사에게 요구되는 역량 5가지를 조합하여 초등교사 디지털 역량을 ‘디지털 교수학습 에 대한 이해를 바탕으로 창의적이고 비판적인 디지털 활용 교육을 설계할 수 있으며, 교육공동체를 형성하여 윤리적인 방식으로 공감·의사소통하고 전문성을 키워가는 역량’으로 정의하였다. 또한 디지털 역량 프레임워크 10개와 초등교사 역량 프레임워크 6개를 함께 분석하여 ‘디지털에 대한 이해’, ‘디지털 교수학습에 대한 이해’, ‘디지털 기술 활용’, ‘디지털 활용 교육’, ‘디지털 활용 윤리’, ‘디지털 교수학습 전문성 개발’의 총 6개 핵심역량 과 22개의 세부역량을 제안하였다. 본 연구는 초등교사 디지털 역량 개념을 정의하고, 초등교사 디지털 역량 향 상을 위한 지표로써 프레임워크를 제시하였다는 점에서 의의가 있다.
