The development of AI and the onset of the digital transformation era foreshadow significant changes in education, society, the economy, culture, and art. Consequently, the Ministry of Education is actively working to develop AI digital textbooks that provide personalized education tailored to each learner's characteristics through learner diagnosis and prescription. During the development process of AI digital textbooks, it is crucial to provide appropriate consulting support. The resulting AI digital textbook must undergo a rigorous deliberation process in accordance with textbook inspection standards. Furthermore, consulting for AI digital textbooks should not compromise the independence and fairness of the deliberation process. Hence, this study aims to derive implications necessary for establishing an organizational system for the Korea Education and Research Information Service—an integrated support center and technology deliberation institution for AI digital textbooks. This will be achieved through the deliberation and analysis of consulting operation cases from various domestic and foreign institutions. As a result, the deliberating and consulting tasks should be separated into distinct institutions. However, if this proves challenging, maintaining independence and fairness in the deliberating process should be ensured through functional separation within the organization.

AI의 발전과 디지털 전환 시대로의 진입은 사회, 경제, 문화, 예술뿐 아니라 교육 분야에서도 큰 변화를 예고 하고 있다. 이에 교육부는 학습자 진단과 처방을 바탕으로 학습자 개개인의 특성에 맞는 개별화된 교육을 제공 하고자 AI 디지털교과서 개발에 힘쓰고 있다. AI 디지털교과서는 개발 과정에서 적절한 컨설팅 지원이 이루어져 야 하며 개발된 AI 디지털교과서는 교과서 검정기준에 따라 엄격한 심의 과정을 거쳐야 한다. 또한 AI 디지털교 과서에 대한 컨설팅이 심의의 독립성과 공정성에 영향을 미쳐서는 안 된다. 따라서 본 연구에서는 국내외 다양 한 기관의 심의 및 컨설팅 운영 사례 분석을 통해 AI 디지털교과서의 통합지원센터이자 기술 심사기관인 한국 교육학술정보원의 조직체계 구축에 필요한 시사점을 도출하고자 하였다. 그 결과, 심의와 컨설팅 업무를 별개의 기관으로 분리해야 하나, 그것이 어려운 경우 조직 내 직무 분리를 통해 심사의 독립성과 공정성을 유지해야 한다.
