Amid the rapid technological changes of the Fourth Industrial Revolution era, there is an increasing demand for core competencies required for nurturing future talent, particularly from the education sector. Among these, digital literacy has emerged as a key competency in the digital age, forming a foundational capability necessary in fields ranging from education to professions. In elementary education, it is crucial to enhance digital competency to effectively utilize digital technology and culture. This study designs an elementary digital literacy measurement model based on Europe's DigComp2.2. The measurement areas were categorized into five key competencies: digital information, digital communication, digital creation, digital culture, and digital problem-solving. In each core competency's subcategories, distinctions were made for learning comprehension, knowledge creation, and learning reflection, providing a means to measure specific behavior patterns related to the core competencies in daily life in detail.

4차 산업혁명 시대 급격한 기술 변화 속에서 미래 인재 양성을 위한 핵심 역량과 관련하여 교육 현장으로부 터의 요구가 증가하고 있다. 이 중에서 디지털리터러시는 디지털 시대의 핵심 역량으로 부상하였으며, 교육분야 에서 직업분야까지 디지털 사회에 필요한 기초 역량이다. 특히 초등학교에서는 디지털 기술과 문화를 활용할 수 있도록 디지털 역량을 향상시키는 것이 매우 중요하다. 본 연구에서는 유럽의 DigComp2.2를 기반으로 초등 디 지털리터러시 측정 모델을 설계하였다. 측정영역은 디지털 정보, 디지털 소통, 디지털 창작, 디지털 문화, 디지털 문제해결 총 5가지의 핵심 역량으로 분류하였다. 각 핵심 역량의 하위 항목에서는 학습이해, 지식창출, 학습성찰 로 구분했으며, 일상생활 속에서 핵심 역량과 관련하여 구체적인 행동 양식에 대해 상세하게 측정할 수 있도록 제시하였다.
