This study analyzes the potential impacts of applying private investment models - such as BTO (Build-Transfer-Operate), BOT(Build-Operate-Transfer), delegated operations, and maintenance outsourcing - to high-speed rail operations in South Korea. Using financial disclosures from Korea Railroad Corporation and SR Co., Ltd., the study evaluates their current operational and service structures. Three privatization scenarios are considered: (1) full private operation, (2) partial route delegation, and (3) outsourcing of maintenance. Each scenario is assessed through cost-benefit analysis, net present value, and internal rate of return to compare economic feasibility and impacts on public service provision. Comparative analysis of KORAIL and SR's financial performance reveals potential efficiency gains and service improvements through competition and private-sector involvement. However, past experiences - such as the Incheon Airport Railroad case - highlight risks including fiscal burdens and possible erosion of public service quality. The findings suggest that while private participation can reduce costs and enhance service quality, institutional safeguards and regulatory mechanisms are critical to protect public interests. The study concludes with policy recommendations for balancing efficiency and public accountability in future high-speed rail privatization strategies.

이 연구는 고속철도 운영에 민간투자 개발에 필요한 운영모델 방식을 적용하고 그 효과성을 한국의 고속철도 사례를 중심으로 분석하였다. 현행 구조에서 고속철도 운영사인 한국철도공사와 SR의 경영현황과 서비스 수준 등 경영공시 자료를 바탕으로 검토하였고, 전체 운영 민간이양, 일부 노선 위탁, 유지관리 민간화 등 세 가지 시나리오를 설정하여, 비용-편익 분석, 순현재 가치, 내부수익률 등의 기법을 활용, 시나리오별 경제성과 공공성 영향을 평가하였다. 과거 철도 민자사업 사례를 통하여 정부 재정부담 전가, 공공서비스 저하 가능성 등 위험요인을 파악하여 고속철도 분야에서 민간투자 개발사업의 활용 가능성과 한계성을 균형 있게 다루고 정책적 시사점을 제시하고자 한다.
