This study explores the “Site Solicitation Public-Private Partnership (PPP)” model, where local authorities first propose specific sites, and private entities submit preliminary business proposals. The objective of this model is to address fiscal constraints faced by local governments and enhance the provision of essential public infrastructure. Through an in-depth analysis of Seoul’s “Public-Private Cooperation Projects,” the research identifies opportunities for converting delayed public infrastructure projects, outdated facilities, and local community-focused Social Overhead Capital (SOC) projects into viable PPP initiatives. Key advantages of this model include reduced initial entry barriers for private sector participation, maximization of private-sector creativity and efficiency, and effective integration of policy goals and community feedback. For successful implementation, the study highlights critical tasks such as careful site selection, clear solicitation guidelines, transparent policy consultations, and establishing an expert-driven organizational structure. Ultimately, this research provides strategic insights and practical recommendations to ensure the successful establishment and expansion of this innovative PPP approach.

대상지 공모형 민간투자사업은 주무관청이 사업 대상지를 먼저 제시하고 민간이 개략적인 사업계획을 제출하여 추진하 는 방식이다. 본 연구는 이러한 제도가 지방자치단체가 직면한 재정적 제약과 공공시설 공급 문제를 극복하는 데 효과적인 수단임을 밝히고자 한다. 특히 서울시의 ‘민관동행사업’ 사례를 심층적으로 분석하여 생활 밀착형 사회간접자 본(SOC), 노후 시설 개선, 재정 부족으로 추진이 지연된 공공시설의 민자전환 가능성을 확인하였다. 대상지 공모형 사업의 특징은 민간의 초기 참여 부담을 낮추고, 민간의 창의성과 효율성을 극대화하며, 정책적 필요성과 주민 의견을 적극적으로 반영할 수 있다는 점이다. 또한 제도의 성공적 안착을 위해 대상지 선정, 명확한 공모 지침 마련, 효율적이고 투명한 정책협의 과정, 전문성을 갖춘 추진체계 구축 등의 필수적 과제를 제시하였다. 이를 통해 새로운 민간투자사업 모델의 성공적인 정착과 확산을 위한 구체적인 전략과 시사점을 제공하고자 한다.
