PPP highway projects are taking on a very complex aspect as various stakeholders, including the competent authority and project implementer, participate and they are promoted step by step. The Ministry of Economy and Finance(MOEF), the Ministry of Land, Infrastructure and Transport(MOLIT), and the Public and Private Infrastructure Investment Management Center(PIMAC) have established guidelines for conducting projects, but these guidelines are fragmented by task, so there are missing sections such as new project proposals, negotiations for the conclusion of concession agreement, management, have gaps with the recently promoted project standards and procedures, and reflect the unique characteristics of the project insufficiently. In order to respond to these, a PPP highway guideline (draft) shall be prepared under the principles of being conducive to creativity and efficiency of the private sector, guaranteeing the public interest, clarifying the targets and standards for application of laws and guidelines, etc. so that the person in charge of the relevant authorities can refer to it when performing their duties. Through this, it is expected to support the government’s policy to revitalize private investment and contribute to enhancing the efficiency of the management of PPP highway projects.

민자고속도로사업은 주무관청, 사업시행자를 포함한 다양한 이해관계자들이 참여하고 단계별로 세분화되어 추진됨에 따라, 매우 복잡한 양상을 띄고 있다. 기획재정부, 국토교통부, 공공투자관리센터는 업무 처리에 필요한 가이드라인을 수립하였으나, 해당 가이드라인은 업무별로 파편화되어 있어 신규사업 제안, 실시협약 체결을 위한 협상, 운영 등에 대한 가이드라인이 부재함에 따라 미싱(Missing) 구간이 존재하고, 최근 추진된 사업의 적용 기준 및 절차와 괴리가 발생하기도 하며, 사업의 고유한 특성이 미흡하게 반영되어 있는 등 문제점을 가지고 있다. 이에 대응하기 위해 민간의 창의와 효율 발휘, 공공성 보장, 법령이나 지침 등의 적용 대상 및 기준 명확화라는 원칙 하에 민자고속도로 추진단계별 총괄 가이드라인(안)을 마련하여 주무관청 업무 담당자 등이 업무 수행 시 참고하도록 하여야 한다. 이를 통하여 정부의 민간투자 활성화 정책을 지원하고, 민자고속도로사업 관리의 효율성을 제고하는 데 기여할 수 있기를 기대한다.
