This study begins with the awareness that when happiness is treated as a content element in the moral education curriculum, one of the key subjects in school civic education, its scope should not be limited to the personal realm of life. In order to secure the connection between character education and civic education, which the moral curriculum aims for, it is necessary to emphasize the intersection between a life worthy of being human and a life as a citizen. In this overlapping area of life, the possibility of experiencing happiness should be addressed. Therefore, the purpose of this study is to highlight the civic educational significance of public happiness and explore ways to increase its applicability in the classroom by analyzing the content framework of the 2022 revised textbooks. To achieve this, Chapter 2 examines the perspectives on happiness beyond individual subjective satisfaction, starting with Aristotle’s views. It then explains Hannah Arendt’s concept of public happiness. Chapter 3 reveals the significance of public happiness in the context of civic education in the moral curriculum. Chapter 4 focuses on analyzing middle school moral education textbooks, particularly those that present the question “What is happiness?” within their content framework. Finally, Chapter 5 summarizes the discussions so far and suggests examples of how to incorporate public happiness in textbook content.

본 연구는 교육과정에서 학교 시민교육의 주요 교과 중 하나임을 명시하고 있는 도덕과 에서 행복을 내용 요소로 다룰 때에 그 범위가 개인적인 삶의 영역으로 한정되는 것을 경 계해야 한다는 문제의식에서 출발하였다. 도덕과에서 지향하고 있는 바, 인성교육과 시민 교육의 연결고리를 확보하기 위해서는 사람다운 삶과 시민으로서의 삶이 중첩되는 부분을 강조해야 한다. 그리고 이 중첩되는 부분에서의 삶에서 행복을 느낄 수 있다는 점을 다룰 필요가 있다. 따라서 본 연구의 목적은 공적 행복의 시민교육적 의의를 강조하고 2022 개 정 교과서의 내용 체계를 분석하여 학교현장에서의 적용 가능성을 높이기 위한 방안을 모 색하는 데 있다. 이를 위해 2장에서는 행복을 개인의 주관적 만족감으로 설명하는 입장을 넘어서서 공적 행복을 논하기 위해 먼저 아리스토텔레스의 관점을 살펴보았다. 그리고 아 렌트가 제시한 공적 행복 개념을 설명하였다. 3장에서는 도덕과의 시민교육에서 공적 행 복이 갖는 의의를 밝혔다. 4장에서는 도덕과의 내용 체계에서 ‘행복이란 무엇인가?’를 제 시하고 있는 중학교 􋺷도덕 1􋺸에 초점을 맞춰 교과서를 분석하였다. 5장에서는 지금까지의 논의를 정리하고, 공적 행복을 교과서에서 다룰 때 내용 기술의 예시를 제안하였다.
