This study analyzes the problems in the current demolition report format and proposes a practical simplification method in response to the increasing demand for demolition due to urban redevelopment and changes in living environments. Based on an analysis of 15,070 demolition cases from 2020 to 2023 and a survey of 204 construction experts and practitioners, it was found that 84.62% of all buildings are small-scale structures with a total floor area of less than 500㎡. However, these small-scale buildings are still required to submit overly complex demolition plans. Therefore, the study proposes a simplified standard template by reducing the existing 14 sections to 10 and applying a checklist-based format. To ease administrative burdens, certain sections such as environmental management and waste disposal plans are categorized as optional. The proposed template enhances practicality and accessibility, and is expected to contribute to improved efficiency and safety in demolition plan preparation.

본 연구는 도시 재개발과 생활환경 변화로 인한 해체 공사 수요 증가에 대응하여, 해체신고계획서 양식의 문제점을 분석하고 실질적인 간소화 방안을 제시하고자 하였다. 2020년부터 2023년까지의 15,070건 해체 사례와 건설 전문가 및 실무자 204명을 대상으로 한 설문조사 결과, 전체 건축물 중 연면적 500㎡ 미만의 소규모 건축물이 84.62%를 차지하였다. 그러나 이들 소규모 건축물도 복잡한 계획서를 요구받고 있는 실정이다. 이에 따라 연구진은 기존 14개 항목 중 10개 항목을 간소화하고, 체크리스트 기반의 작성 방식을 적용한 표준 템플릿을 제안하였다. 특히 소규모 해체 공사의 행정 부담을 줄이기 위해 환경관리계획, 폐기물 처리계획 등은 선택 항목으로 분류하였다. 제안된 템플릿은 실효성과 접근성을 높이며, 해체계획서 작성의 효율성과 안전성 확보에 기여할 수 있을 것으로 판단된다.
