This study aims to present strategic policy responses by conducting a multidimensional analysis using the Futures Wheel method to explore complex and interactive key issues in sports policy formulation during the New Normal era. Various megatrends, such as digital transformation, the Big Blur phenomenon, and climate crises, present unprecedented challenges in sports that traditional approaches cannot adequately address. Based on the STEEP analysis (Social, Technological, Economic, Environmental, and Political) conducted by Park et al. (2025), this research identifies major future drivers and clarifies the conflicts and correlations among these drivers. From these findings, future-oriented questions in the fields of sports policy, science and technology, and society were developed, enabling a comprehensive Futures Wheel analysis to examine the multidimensional ripple effects of these key sports policy issues. The major findings reveal six critical issues for sports policy in the New Normal era: addressing the aging population, managing urbanization and demographic changes, responding to climate change, integrating AI and digital technology, and regional revitalization strategies. These issues significantly affect the efficiency and effectiveness of sports policies through their unique characteristics and complex interactions. Specific policy recommendations include enhancing sports facilities and accessibility to address aging and urbanization issues, developing environmentally friendly sports infrastructure in response to climate change, adopting policy measures for AI integration and digital divide mitigation, and revitalizing regions through sports-based local strategies. This study provides valuable insights for policymakers by emphasizing a multidimensional and integrated approach to effectively manage the uncertainties and complexities of the New Normal era.

본 연구는 뉴노멀 시대의 스포츠정책 수립 과정에서 나타나는 복합적이고 상호 작용적인 핵심 이슈들을 퓨처스휠로 다차원적으로 분석하여 정책적 대응 전략을 제시하고자 한다. 뉴노멀 시대의 디지털 전환, 빅블러 현상, 기후위기 등 다양한 메가트렌드는 스포츠 분야에서 전통적 접근법으로 해결하기 어려운 새로운 도전을 초래하고 있다. 이에 본 연구는 박찬민 등(2025)의 STEEP 분석(사회적, 기술적, 경제적, 환경적, 정책적 영역)을 통해 도출된 주요 미래동인을 활용하여 동인 간의 상충성과 상관관계를 규명하고자 노력하였다. 이와 같은 과정에서 도출된 주요결 과를 바탕으로 스포츠정책, 과학기술, 사회 분야별 미래질문을 개발하고, 이를 통해 퓨처스휠 기법을 활용하여 스포츠정책과 관련된 핵심이슈들의 다차원적 파급효과 를 심층적으로 분석하였다. 주요 연구결과로는 뉴노멀 시대의 스포츠정책 수립에 서 고령화 사회 대응, 도시화 및 인구구조 변화 관리, 기후 변화 대응 전략, 인공지능 (AI)과 디지털 기술 융합, 지역 활성화 전략 등 6가지 핵심 이슈가 도출되었다. 이들 이슈는 각각의 특성과 복합적인 상호작용을 통해 스포츠정책의 효율성과 실 효성에 큰 영향을 미치는 것으로 나타났다. 특히, 고령화와 도시화 문제에 대응하는 스포츠시설 및 프로그램의 확충과 접근성 향상, 기후변화에 따른 친환경 스포츠 인프라 구축, AI 기술과 디지털 격차 해소를 위한 정책적 접근, 그리고 지방소멸 위기대응을 위한 스포츠 기반 지역 활성화 전략이 구체적인 정책적 대응방안으로 강조되었다. 본 연구는 뉴노멀 시대의 불확실성과 복합성을 효과적으로 관리하기 위해 스포츠정책 결정권자들의 다차원적이고 통합적인 접근에 도움이 될 것이다.
