This study conducted basic qualitative research with the aim of establishing measures to increase citizens’ participation in the operation of public performance halls. The purpose of this study was to revitalize public performance halls through improving their operation methods. The following conclusions are presented through this study. First, public performance halls should consider the direction of operation so that citizens can maximize their effects through the activation of cultural consumption. Second, local governments need to make efforts to provide economic support so that regional theater companies or performing arts groups can open high-quality performance programs. Third, in order to revitalize public art performances, it is important to accept the parts of the operation system that can have positive effects through benchmarking. Fourth, it is also necessary to improve citizens’ awareness so that they can recognize public art as a part of their lives. Active cultural consumption by individuals is most effective when it occurs in their daily lives. Fifth, in order to create a situation where citizens can actively consume, enjoy, and enjoy public art, a local government’s economic support system should be established to actively support small-scale cultural and artistic group activities. Sixth, local government support systems help improve the level of audiences and activate participation.

이 연구는 대중공연장 운영에서 시민들의 참여를 높이기 위한 방안을 마련하고자 하는 인식에서 기초적인 질적연구를 진행한 것이다. 이 연구의 목적은 대중공연장의 운영방법 개선을 통한 활성화였다. 이 연구를 통해 다음과 같은 결론을 제시한다. 첫째, 대중공연장은 시민들이 문화소비 활성화를 통해 효과를 극대화할 수 있도 록 운영방향을 고려해야 한다. 둘째, 지역에서 활동하는 극단이나 공연단체에서 수준 높은 공연 프로그램을 개 봉할 수 있도록 지자체의 경제적 지원 노력이 필요하다. 셋째, 대중예술 공연의 활성화를 위해서는 운영시스템 의 긍정적인 효과를 낼 수 있는 부분을 벤치마킹을 통해 수용하는 태도가 중요하다. 넷째, 대중예술을 시민들 이 삶의 한 부분으로 인식할 수 있는 의식 개선도 필요하다고 본다. 개인의 적극적인 문화소비는 생활 속에서 이루어지는 것이 가장 효과적이다. 다섯째, 시민들이 대중예술을 적극적으로 소비하고, 누리고, 즐길 수 있는 상황으로 만들기 위해서는 소규모 문화예술에 대한 단체활동과 이를 적극적으로 지원해 줄 수 있는 지자체의 경제적 지원시스템이 구축되어야 한다. 여섯째, 지자체의 지원 시스템은 관객의 수준 향상과 참여의 활성화를 가져오는데 도움이 된다.
