Corporate restructuring of large firms, which may lead to mass unemployment and supply chain disruptions, carries significant policy implications. In addition, the role of commercial banks has diminished, while the participation of policy financial institutions, such as the Korea Development Bank, has increased in recent large-scale corporate restructurings in Korea. This study examines government's effective corporate restructuring negotiation strategy focusing on the 2018 GM Korea case. The study analyses the impact of government’s announcement on three key restructuring principles at the time— without major shareholders’ responsible actions, burden sharing among stakeholders, and a sustainable recovery plan, there would be no new financial support—using an simulation implemented in Python on the base of Agent-Based Model(ABM). The simulation results suggest that the government’s clear articulation of restructuring principles contributed to greater stakeholder cooperation, facilitated deeper capital reductions and workforce downsizing, and ultimately enhanced the likelihood of successful restructuring. Furthermore, the positive effects of this announcement are amplified when trust in the government was high. Therefore, for the government, clearly presenting its position during negotiations can be an effective strategy.

　대규모 실업, 공급망 붕괴를 초래하는 대기업 구조조정은 개별기업뿐만 아니라 경제정책 차원에서도 중요하다. 특 히, 최근에는 시중은행의 참여는 줄고 대신 산업은행 같은 정책금융기관이 구조조정을 주도한다는 점에서 정책적 의미가 더 커지고 있다. 본 연구는 2018년 한국GM 사례를 중심으로 정부의 효과적인 기업구조조정 협상전략을 연구했다. 당시 정부가 구조조정 3대 원칙 - (1) 대주주의 책임, (2) 이해관계자의 고통 분담, (3) 생존가능한 경영전략이 없으면 신규 자금지원 반대- 을 대외적으로 밝힌 것이 협상 결과에 미친 영향을 행위자 기반 모형(Agent Based Model)을 토대로 파이썬(python)으로 코 딩하여 시뮬레이션하였다. 그 결과 구조조정 원칙 발표는 정부가 다른 협상참여자의 협조를 끌어내는 데 유리했고, 더 많은 감자와 감원이 이루어져 구조조정의 성공 가능성도 높였다. 또한, 정부에 대한 신뢰가 크면 클수록 그 효과도 확대되었다. 따 라서, 정부에게는 대기업 구조조정 협상 과정에서 선제적으로 입장을 명확히 밝히는 것이 효과적인 전략이 될 수 있으며, 그 효과를 높이기 위해 정부에 대한 신뢰 제고 방안도 모색해야 할 것이다.
