The purpose of this study is to study OTT's support for independent films and derive ways to revitalize them by analyzing the operating policy of the French National Film Center CNC, which is a precedent for OTT's growth, and comparing it with the Korean Film Promotion Committee. To this end, a research methodology was conducted using literature and case studies. As a result of analyzing the cases of the Korean independent film support project and the French CNC production support project, it was found that Korea needs a policy that can fund film development and OTT's support plan for independent films. In response, the following was derived from the examples of the French National Film Center CNC's video tax (TSV) policy, the film production tax credit support project, the audio-visual media service on demand (SMAD) law, and the optional platform fund (FSP) policy. ①A levy should be collected on the OTT platform to cover the film development fund in a way other than abolishing the film development fund. ② It should be mandatory to reinvest a certain percentage of the OTT platform's sales in Korea in the production of Korean contents. ③ It is necessary to accurately grasp the distribution status of OTT platforms of independent films.

본 논문은 OTT의 성장세 속 선례인 프랑스 국립영화영상센터 CNC의 운영 정책을 분석하여 한국 영화진흥위원회와 비교함으로써 OTT의 독립영화 지원에 관해 연구하고 활성화 방안을 도출하는 데 연구의 목적을 두고 있다. 이를 위해 문헌 연구와 사례 연구로 연구방법론을 진 행하였다. 한국 독립영화 지원 사업과 프랑스 CNC 제작 지원 사업 사례를 분석한 결과, 한 국에 영화발전기금을 충당할 수 있는 정책과 OTT의 독립영화 지원 방안이 필요하다는 것을 알 수 있었다. 이에 대하여 프랑스 국립영화영상센터 CNC의 비디오 특별세(TSV) 정책, 영화 제작 세액 공제 지원 사업, 주문형 시청각 미디어 서비스(SMAD) 법령, 선택형 플랫폼 기금 (FSP) 정책 사례를 바탕으로 OTT의 독립영화 지원 활성화 방안에 대해 다음과 같이 도출했 다. ①OTT 플랫폼에 부담금을 징수하여 영화발전기금을 폐지하는 것이 아닌 다른 방향으로 충당해야 한다. ②OTT 플랫폼의 한국 매출액 중 일정 부분(%)을 한국 콘텐츠 제작에 재투자 하도록 의무화해야 한다. ③독립영화들의 OTT 플랫폼 유통 상황을 정확히 파악해야 한다.
