In response to the nationwide population decline, the Ministry of the Interior and Safety has designated depopulated regions and is promoting various support policies through the Special Act on Support for Depopulated Regions. Until now, studies on depopulated regions have primarily centered on literature reviews and cluster analyses, with some comparing the characteristics between depopulated and non-depopulated regions. Therefore, this study aims to analyze the government plans being implemented in depopulated regions and compare the characteristics of response policies between metropolitan and non-metropolitan areas. With this aim, cluster analyses were conducted on the basic plans for responding to depopulated regions in Gyeonggi Province, Incheon Metropolitan City, South Chungcheong Province, and Busan Metropolitan City. The results indicate that support strategies related to ‘living population’, ‘settlement’ and ‘funding’ were mainly emphasized in both metropolitan and non-metropolitan areas, while strategies related to ‘living environment and landscape’ and ‘technology’ were relatively lacking in both areas. Also, the ‘funding’ strategy in metropolitan areas focused on tourism through the cultural sector, whereas in non-metropolitan areas, the focus was on culture, the utilization of abandoned facilities, employment and entrepreneurship sector.

전국적인 인구감소의 발생에 따라, 행정안전부는 인구감소지역의 지정과 더불어 ｢인구감소지역 지원 특별법｣을 통해 다양한 지원 정책을 추진하고 있다. 하지만, 지역적 여건의 차이에 대한 고려 부족으로 인구감소지역 대응정책의 실효성에 대한 비판 또한 제기되고 있다. 기존 연구에서는 학술지 논문 중심의 문헌검토와 군집분석을 통해 인구감소지역과 유관 정책을 유형화하는 연구가 주로 수행되었으며, 인구감소지역과 비인구감소지역의 특징을 비교한 연구가 일부 진행되었다. 따라서, 인구감소지역에서 실제 추진 중인 계획을 분석 대상으로 대응정책의 특징을 검토하고, 인구감소지역과 비인구감소지역의 비교뿐만 아니라 수도권과 비수도권의 인구감소지역 대응정책의 차이를 살펴보는 연구가 요구된다. 이에, 본 연구에서는 경기도, 인천광역시, 충청남도, 부산광역시의 인구감소지역 대응 기본계획을 대상으로 내용분석을 활용하여 수도권과 비수도권의 인구감소지역 대응정책의 특징을 비교 분석하였다. 분석 결과, 수도권과 비수도권 지역에서는 공통적으로‘생활인구’, ‘정착’, ‘기금’ 관련 지원전략이 주요하게 다뤄졌으며,‘생활환경․경관’,‘기술’전략은 상대적으로 부족하게 나타났다. 하지만, 수도권 지역의 ‘기금’ 전략으로는 문화 분야를 중심으로 한 관광 활성화가 주로 다뤄졌으나, 비수도권 지역의 경우 문화를 비롯해 유휴시설 활용 및 고용․창업 분야가 강조되었다는 차이가 나타났다. 이를 바탕으로, 수도권과 비수도권 인구감소지역의 특성에 따른 맞춤형 지원정책 방안을 제안하였다.
