Civic education is one of important parts of lifelong education. So far, it has not well developed from the viewpoint of lifelong education. It comes from the reason that there are many studies in lifelong education approached from the field of formal education and vocational education. However, it is certain that civic education should be studied with the viewpoint of lifelong education, and study on the aim of citizens, NGOs, civic education.This is to investigate the aim of citizens, NGOs, civic education. Citizens have the rights and the duties of the society. Civic Education makes citizens to move on self-realization by making the society better. NGOs protect the rights for the weak and the minorities, pursue a society for being better in justice, equality, and humanity, and promote the social movements that is altruistic. Meanwhile, lifelong education makes the democracy realize, the quality of life maintain and improve, and pursue the self-realization from learning for self development and learning by doing. From this viewpoint, civic education has the common linkage with lifelong education in the matter of pursuing the all-round human by making a better society.

시민교육은 평생교육의 핵심영역 가운데 한 부분이다. 그러나 평생교육 영역에서 시민교육에 대한 연구는 활발하지 않은 것으로 보여 진다. 학교교육과 직업교육에 많은 부분을 잠식당하고 있는 평생교육은 시민교육을 통해 새로이 방향과 위상을 정립할 필요가 제기되고 있다.이 글은 시민과 시민교육, NGOs와 평생교육 사이의 연계성을 검토한다. 시민은 사회에 대한 권리와 의무를 가지며 보다 나은 사회를 만드는 활동을 통해 자기 정체성을 만들어 간다. 시민교육은 권리와 의무를 가지며 활동을 통해 자아실현으로 나아가도록 시민을 추동한다. NGOs는 사회적 약자와 소수자들의 권리를 위하고, 보다 정의롭고 평등하고 인간적인 사회를 추구하며, 이타적인 시민운동을 지향한다. 평생교육은 민주주의구현과 전문직업학습을 통해 더불어 두루 누리는 삶의 질의 유지와 향상, 자기개발학습과 실천을 통한 자아실현을 추구한다. 시민교육과 평생교육은 보다 나은 사회 건설 활동을 통한 전인적 인간 추구에 연계성이 있다.
