It is said that the 21st century will be the participating form society by the citizen. Governmental authority is strong until now and the actual condition is that administration draws up a plan and is promoting the measure fundamentally in each field, such as education, culture, and welfare. However, in collaboration with administration and a citizen is indispensable in this participating form society. Recently, the importance of the private sector to which a citizen works actively is recognized, and NPO is in the limelight. NPO is the name on U.S.A. civil code and a taxation system, and general conceptual regulation is based on L.M.Salamon. In modern society, there are the place of the education and study of those other than schools, such as social education facilities, a company, vocational training facilities, a social welfare related institution, and NPO. In the case of NPO, acting as a member of organization itself is learning. It is continuous learning to solve the problem with companions, and create the complaint relationship in society intentionally.This paper has considered the educational function and role of NPO which was able to give the legal basis as a subject of new citizen-public responsibility from the viewpoint of the bearer of systematization of learning in community education.

21세기는 시민에 의한 참여형태 사회이다. 지금까지 일본에서는 정부의 권한이 강하게 작용하여 교육・문화・복지 등 각 분야에서 기본적으로 행정이 계획을 입안하여 시책을 추진하는 것이 실정이었다. 그러나 참여형태 사회에서는 행정과 시민과의 협동이 불가결하다. 오늘날 시민이 주체적으로 활동하는 민간 섹터의 중요성이 인식되어 NPO가 각광을 받고 있다. NPO는 미국의 민법과 세제상의 호칭으로 L. M. Salamon이 일반적인 개념 규정을 하였다.현대 사회에는 사회교육 시설이나 기업, 직업훈련 시설, 사회복지 관련시설, NPO 등과 같은 학교 이외의 교육・학습의 장이 존재한다. NPO의 경우는 조직의 일원이 되어 행동하는 것 자체가 학습이다. 동료와 함께 과제 해결을 위해 계속적으로 배워, 의식적으로 사회와 작용하는 관계를 창출한다.이 논문에서는 새로운 시민적 공공성의 주체로서 법적 근거가 주어진 NPO의 교육적 기능과 역할은 무엇이며, 지역사회 교육에서 배움의 조직화의 담당자라고 하는 NPO에 대해 고찰하였다.
