T h i s s t u d y a i m s t o e x p l o r e t h e w a r t i m e a n d p o s t w a r experiences of local NGO activists who have supported the Koryoin (ethnic Koreans) community in Ukraine during the extreme circumstances of the Russo-Ukrainian War, and to propose practical support measures based on these findings. A phenomenological qualitative research method was applied to analyze in-depth interviews with five Koryoin NGO activists based in Dnipro, Ukraine. The findings reveal that, prior to the war, activists engaged in culturally grounded volunteer work—such as Korean language education, traditional cultural transmission, acupuncture treatment, and community festivals—to preserve Koryoin identity and strengthen communal cohesion. These practices contributed to the formation and maintenance of symbolic and cultural capital within the community. After the outbreak of war, their activities expanded to crisis-response efforts, including evacuation support, cross-border mobility assistance, visa documentation support, and online information sharing. The activists leveraged digital platforms and social networks to form multi-layered support systems in collaboration with international NGOs, religious groups, and Korean civil organizations. Importantly, their efforts went beyond material aid and functioned as symbolic acts through which they gained legitimacy, trust, and a sense of public responsibility within the community. Based on these findings, the study calls for systematic intervention and communication mechanisms at the governmental level, as local NGOs are facing serious financial and structural constraints due to the prolonged war. To move beyond the limitations of unstable, civil society-led support, establishing a cooperative hotline and strengthening state-level policy responsibility is urgently needed.

본 연구는 우크라이나 전쟁이라는 극한의 상황 속에서 고려인 공동 체를 지원하기 위해 활동해 온 현지 NGO 활동가들의 전후 활동 경험 을 심층적으로 탐색하고, 이를 토대로 실질적인 지원 방안을 제시하는 것을 목적으로 한다. 이를 위해 우크라이나 드니프로 지역에서 NGO 활동을 수행해 온 고려인 활동가 5명을 대상으로 현상학적 질적연구 방법을 적용하여 자료를 수집하고 분석하였다. 연구결과, 전쟁 이전 활동가들은 고려인의 정체성 유지와 공동체 결 속 강화를 위해 한국어 교육, 전통문화 전승, 침술 치료, 고려인 축제 등 문화 기반의 봉사활동을 수행하고 있었으며, 이를 통해 상징자본 및 문화자본의 형성과 전승에 기여하였다. 전쟁 이후에는 피난 지원, 국경 이동, 비자 서류 지원, 온라인 정보 제공 등 위기 대응 중심의 실 천으로 활동이 확장되었으며, 활동가들은 디지털 플랫폼과 사회관계망을 활용해 국제 NGO, 종교단체, 한국 NGO 등과의 연계를 통해 다층 적 지원 체계를 형성하였다. 특히 이들의 활동은 단순한 물질적 지원을 넘어서, 공동체 내부에서 정당성, 신뢰, 공공성의 상징적 위상을 획득하는 실천으로 기능하고 있었다. 이러한 분석을 바탕으로, 전쟁 장기화에 따라 심각한 재정적·구조 적 한계에 직면한 현지 NGO 단체에 대해 한국 정부 차원의 제도적 개입과 정보 소통 체계 마련이 시급함을 제언한다. 민간 중심의 불안정 한 지원 구조를 넘어서기 위해, 정부와 NGO 간의 협력적 핫라인 구축과 정책적 책임 강화가 요구된다.
