The purpose of this thesis is to investigate task specifications for constructing a speaking test. The researchers have conducted this study in two directions. One was to develop a pilot specification of information-transfer task targeted for a speaking test. The other is to discuss five problems and issues in specification writing: (1) the choice of specification model, (2) user-friendly, (3) reverse engineering, (4) the importance of context, and (5) the power of the team. Based on discussions, these researchers have concluded that test specification should be utilized in real language testing settings in Korea. Test developers should create tasks or items, basing on a statement about what the assessment tests and how it tests, rather than relying on their own experience and instinct.

평가 과제 지침서는 평가 문항 개발에 대한 훌륭한 안내서가 될 수 있다. 그렇지만, 한국의 영어 평가 기관이나 초․중등학교 등의 교육 현장에서 이러한 평가 과제 지침서가 실제로 제대로 쓰이고 있는지 반문해 볼 필요가 있다. 이번 논문은 그러한 인식에서 출발했으며, 더 나아가 실제 말하기 평가를 대비한 정보 전달 과제의 문항 작성 지침서를 제작하여 보고, 지침서 제작 시에 발생하는 여러 문제점과 논의들을 다음과 같이 다섯 가지로 정리해 보았다: 지침서 모형의 선택, 문항 개발자가 사용하기에 편리한가의 여부, 평가 문항의 역(逆) 점검 (reverse engineering), 맥락의 중요성, 그리고 공동(팀) 작업의 중요성 등등.영어 평가 현장에서 평가 지침서는 반드시 활용되어야 한다. 기존의 문항 개발자들의 자신의 경험과 직관을 이용해 문항을 만들어 내는 환경으로부터 벗어나, 철저히 지침서에 따라 문항을 산출하는 새로운 문화를 만들 필요가 있다.
