This study empiric This study sought a continuous management plan for colleges as the school-age population declined, rapid changes in higher education policies, reduced the size of innovation support projects, and projects such as HIVE, LIFE, and LINC were integrated into the RISE project, and the results of the study are as follows. First, the composition of students at colleges is diversifying into school-age students, adult learners, and international students, so it is necessary to reorganize the student support system and academic management. Second, in cooperation with local governments, regional departments should be opened and fostered in consideration of regional characteristics. Third, colleges should be able to grow together with local communities by utilizing the strengths of local resident human resources and lifelong vocational education base institutions within the rise system for each city and province. First, the Ministry of Education's policy on reducing the number of students and revising the Enforcement Decree of the Higher Education Act were reviewed to find ways to sustain colleges. Second, they analyzed the financial diagnosis status of colleges and sought ways to consolidate their finances. Third, they analyzed evaluation systems such as institutional evaluation certification and financial diagnosis, innovation support projects, and RISE projects to find ways to overcome the management crisis faced by colleges and continue management. However, this study does not overcome the limitations of being limited to literature studies such as government policies and analysis of some financial status of colleges. Therefore, in the future, it can be said that additional efforts are needed for more general and in-depth research by supplementing the limitations pointed out by this study.

본 연구는 학령인구의 감소, 급격한 고등교육정책의 변화, 혁신지원사업의 규모 축소, HIVE, LIFE, LINC 등의 사업이 RISE 사업으로의 통합됨에 에 따라 전문대학의 지속경영방안을 모색하였으며 그 연구결과는 다음과 같다. 첫째, 전문대학의 학생 구성은 학령기학생, 성인학습자, 유학생으로 다양화 되고 있어 학생지원제도 및 학사관리에 대한 정비가 필요하다. 둘째, 지방자치단체와 협력해 지역의 특성을 고려한 지역학과를 개설하고 육성하여야 한다. 세째, 전문대학은 시도별라이즈체계내에서 지역정주인력 양성, 평생직업교육 거점기관 등의 강점을 살려 지역사회와 동반성장할 수 있도록 하여야 한다. 본 연구의 유용성은 첫째, 교육부의 정원 감축정책과 고등교육법 시행령개정안 등의 정책 등을 검토 하여 전문대학의 지속경영 방안을 모색하였으며, 둘째, 전문대학의 재정진단 현황을 분석하고 재정건전 화 방안을 모색하였고, 세째, 기관평가인증과 재정진단 등의 평가제도와 혁신지원사업과 RISE사업을 분석하여 전문대학이 처해진 경영위기를 극복하고 지속경영을 할 수 있는 방안을 모색하였다는데 있다. 하지만 본 연구는 정부의 정책 등의 문헌연구와 전문대학의 일부 재정현황분석에 그치고 있다는 한계 점을 극복하지 못하고 있다. 따라서 향후에는 본 연구가 지적한 한계점을 보완하여 보다 일반적이고 심 층적인 연구에 추가적 노력이 필요하다고 할 수 있다.
