This study aims to explore a new tourism paradigm in response to the rapidly changing tourism environment and to examine the direction and effectiveness of tourism-inclusive policies based on this paradigm. To achieve this, the study analyzed the impact of various external factors such as the limitations of existing tourism policies, technological advancements, and pandemics on the tourism industry. In particular, a literature review confirmed the need for sustainability and social inclusion within the tourism industry. The analysis revealed the following: first, traditional economically focused tourism policies have shown limitations such as insufficient community participation and environmental degradation; second, technological innovation and digital transformation are essential for establishing customized tourism services and crisis response systems; third, crisis situations, such as pandemics, have highlighted the importance of enhancing the resilience of the tourism industry and expanding contactless services. Based on these findings, the study suggests that strengthening public-private partnerships and establishing region-specific tourism strategies can contribute to substantial development. Furthermore, future research should evaluate policy effectiveness by incorporating empirical data and reflecting regional characteristics.

본 연구는 급변하는 관광환경에 대응하여 새로운 관광 패러다임을 모색하고, 이를 기반으로 한 관광포용정책의 방향성과 효과성을 고찰하는 것을 목적으로 한다. 이를 위해 본 연구는 기존 관광 정책의 한계와 기술 발전, 팬데믹 등 다양한 외부 요인이 관광산업에 미치는 영향을 분석하였다. 특히, 문헌 고찰 등을 통해 관광산업의 지속 가능성과 사회적 포용의 필요성을 확인하였다. 분석 결과, 첫째, 기존의 경제 중심 관광 정책은 지역사회 참여 부족과 환경 파괴 등 한계를 보였음을 알 수 있었다. 둘째, 기술 혁신과 디지털 전환은 맞춤형 관광 서비스 및 위기 대응 체계 구축에 필수적인 요소임 을 확인하였다. 셋째, 팬데믹 등 위기 상황은 관광산업의 회복력 강화와 비대면 서비스 확대의 중요성을 부각시켰다. 이러 한 연구결과를 바탕으로, 민관 협력 강화와 지역 맞춤형 관광 전략 수립이 실질적 발전에 이바지할 수 있음을 제언하였다. 향후 연구에서는 실증적 데이터와 지역 특성 반영을 통한 정책 효과 평가가 필요함을 제시하였다.
