The purpose of this study is to analyze the outcomes of Regional Human Resource Development policy and find the ways to promote and administer it with a long-term perspective. Regional Human Resource Development policy has developed through periods of constructing the RHRD system, the operation of the trial program, and expansion system for RHRD to 13 provinces for six years. Now it is time to review and analyze its outcomes. This study identifies that the outcomes of RHRD policy are the improvement of public recognition of the importance of RHRD, the establishment of the operating organization including the Regional Human Resources Development Council, devising the basic plans for RHRD. For consistent development of RHRD, this study suggests that it is necessary to place an emphasis on the increase of local government officials and staffs' abilities, successful completion of amendment of The Basic Law on Human Resources Development, support the operating organization to play a role as the entity to coordinate RHRD policies, and establishment of a network among related agencies

지역인적자원개발 사업의 시행 6년째를 맞아 사업의 확대 발전을 위한 좌표 설정의 시기가 왔다. 인적자원개발기본법이 개정되고, 지역 국가시대의 도래에 따라 지방자치단체의 역할이 강화되고, 각종 지역활성화 사업의 정비 필요성이 대두됨에 따라 이 연구에서는 지역인적자원개발 사업의 추진 과정을 면밀히 분석, 그 성과를 도출하고 이를 바탕으로 향후 발전 과제를 제안하고자 하였다. 지역인적자원개발 사업은 추진을 위한 정책 연구가 시행된 사업 준비기와 3개 시범지역 운영이 시작된 시범운영기를 거쳐 전국 13개 시도를 대상으로 지역인적자원개발 기본 계획 수립, 지원센터 설치 운영, 협의체가 운영된 확장도약기까지 추진되었다. 이를 통하여 지역인적자원개발사업은 지역단위에서 인적자원개발에 대한 인식확산, 지역인적자원개발 추진체제 구축․운영, 기본 계획 수립 및 DB 구축이라는 성과를 이끌어냈다. 이 연구에서는 현재 성과 정착기에 이른 지역인적자원개발 사업 추진 성과 도출을 위한 과제로 지역인적자원개발 담당자들의 역량 증대, 지역인적자원개발 추진 체제의 실질적 기능 확대, 인적자원개발기본법 개정안 통과 노력, 지역인적자원개발지원센터의 역할 강화와 연계 체제 구축을 제안하였다.
