The purpose of this study was to investigate the current status of school management system in Korea. In addition, it was aimed at analyzing the problems which obstruct the School-based Management.To attain this goal, the distribution of authority and responsibility, organizational structure and operational management were investigated.According to the study, four problems related to school management system were found among principals, teachers and administrators as follows: the failure of student achievement, restriction of teaching and learning activity, noncooperative organizational culture and inefficient management structure.Finally, this paper has recommended that it is necessary to 1) delegate authorities which has belonged to educational administration system to schools, 2) establish participational decision making process and partnership, 3) innovate organizational structure for effective school management.

본 연구에서는 학교운영체제의 현황과 그에 대한 문제점을 문헌분석과 인터뷰를 통해 알아보았다. 먼저 학교운영 현황에서는 크게 기능 및 권한과 책임의 배분현황, 학교운영의 조직현황, 학교운영의 활동현황으로 나누어 살펴보았다. 그리고 학교운영의 문제점에 대해서는 학생들의 학업성취, 이를 위한 교수활동, 학교의 문화적, 구조적 측면에서의 문제점을 살펴보았다. 한편 이러한 문제점을 해결하기 위한 개선방안으로 첫째, 상위교육행정기관에 속해있는 각종 권한을 단위학교로 이양, 둘째, 교직사회의 참여적 의사결정구조의 확립과 공동체적 파트너십(partnership)을 위한 조직풍토 조성, 셋째, 학교규모의 적정화와 학교 내 교수-학습조직과 경영조직의 균형 유지 등이 필요함을 논하였다.
