This study explores the feasibility of introducing the Assisted Living model in Korea as a new form of residential welfare system that ensures autonomy and quality of life for older adults amid rapid population aging. To this end, the systems and operational cases of assisted living in leading aging societies —including the United States, Japan, and European countries—were comparatively analyzed. The study emphasizes the need for an intermediate housing service structure that can flexibly respond to functional changes among older adults. It also examines the current institutional conditions in Korea and proposes improvements in architectural standards, operational systems, and financial structures. A cooperative operational model between the public and private sectors is additionally suggested. In particular, the study highlights the limitations of the current elderly welfare system in Korea, which lacks a formal concept of assisted living and is dominated by private-sector silver towns. It underscores the need for institutional reform and presents actionable strategies, including function-based service design, integrated community-based care, and sustainable management systems. This research offers foundational data for the realization of a Korean-style assisted living model and provides strategic direction for the multi-layered institutionalization of age-friendly housing service policies.

본 연구는 급속한 고령화에 대응하여 고령자의 자립성과 삶의 질을 보장할 수 있는 새로 운 주거복지 모델로서 어시스트리빙(Assisted Living)의 국내 도입 가능성을 모색하였다. 이를 위해 미국, 일본, 유럽 등 고령사회 선도국가의 어시스트리빙 제도와 운영 사례를 비 교 분석하고, 고령자의 기능 수준 변화에 유연하게 대응할 수 있는 중간형 주거서비스 구 조의 필요성을 제기하였다. 또한 국내 제도적 여건을 진단하고, 건축기준, 운영체계, 재정 구조 측면의 개선 방향을 도출하였다. 민간과 공공의 역할을 분담하는 협력 운영 모델도 제안하였다. 특히 현행 노인복지제도 내에서 어시스트리빙 개념의 부재와 민간 실버타운 중심의 공 급 구조가 갖는 한계를 지적하며, 제도적 정비의 필요성을 강조하였다. 이를 바탕으로 고 령자의 기능 수준별 서비스 설계, 지역사회 내 돌봄 연계, 지속가능한 운영체계 마련 등 구체적 실천 전략을 함께 제시하였다. 본 연구는 한국형 어시스트리빙 모델의 실현을 위한 기초자료를 제공하며, 고령친화적 주거서비스 정책의 다층화와 제도화를 위한 전략적 방향을 제시하였다.
