Discretionary Financial Investment in Private Universities and Educational Performance : Focusing on the 1st Cycle University Innovation Support Project

The purpose of this study was to analyze the effectiveness of the University Innovation Support Project, which began after the university financial support project was restructured from 2019. In order to analyze whether the effectiveness of financial investment has been achieved through the discretionary project costs, which is the direction of the project, the impact of university innovation support project funds on educational performance was first examined. Second, it was analyzed whether universities with a high proportion of university innovation support expenditure in education area (High Group) strengthened the relationship between educational performance and university institutional factors compared to the lower proportion (Low Group). As a result of the analysis, the university innovation support projects funds increased the employment rate of graduates, resulting in positive results in improving educational performances. In other words, the effectiveness of the University Innovation Support Project, which sets discretionary financial investment of universities as its direction, was confirmed. In addition, in universities (High Group) with a high proportion of financial investment in the education sector, the positive (+) relationship between the ‘full-time faculty ratio’ and the ‘educational expenditure per student’ and the ‘Graduates employment rate’ was strengthened. In other words, universities with a high rate of investment in education (High Group) can be interpreted as improving educational performance through efforts to improve the ‘full-time faculty ratio’ and ‘Educational expenditure per student’, which are key performance indicators of the project. This study is significant in that it partially confirmed the effectiveness of discretionary financial investment, which is the direction of the University Innovation Support Projects. In addition, the Ministry of Education reported that major indicators of educational conditions such as the ‘full-time faculty ratio’ and ‘education refund rate’ have improved as major achievements of the first cycle of University Innovation Support Project, and the results of this study can be said to provide empirical evidence to support this claim.

본연구는대학재정지원사업이2019년부터재구조화된이후시작된대학혁신지원사업의효과성분석을 목적으로한다. 또한사업의방향성인자율적사업비활용으로재정투자의효과성이나타났는지를살펴본다. 이를 위해 대학혁신지원사업비가 교육성과에 미치는 영향을 검토하였으며, 대학혁신지원사업비에 대한 교육영역 재정투자 비중이 높은 대학 그룹이 낮은 대학 그룹과 비교하여 교육성과와 대학기관요인 간의 양(+)의 관련성을 강화시키는지 분석하였다. 분석결과, 대학혁신지원사업비는 ‘졸업생 취업률’에 양(+)의 영향을 미치고 있어 교육성과를 개선하는 사업의 효과성을 확인하였다. 또한 교육영역 재정투자 비중이 높은 대학(High Group)에서 ‘전임교원 확보율’ 및 ‘학생 1인당 교육비’ 지표와 ‘졸업생 취업률’ 간의 양(+)의 관련성이 강화되는 것으로 나타났다. 즉, 교육영역 재정투자비중이높은대학은사업의핵심성과지표인 ‘전임교원 확보율’과 ‘교육비환원율’을 개선시키는 노력을 투입함으로써 교육성과를 제고시킨 것으로 해석할 수 있다. 이는, 대학의 자율적인 재정투자를 방향성으로 설정하고 있는 대학혁신지원사업의 추가적인 효과라고 판단된다. 본 연구는 대학혁신지원사업의 방향성인 자율적 재정투자의 효과성을 일부확인했다는 점에서의의를 찾을수있다. 또한교육부는1주기대학혁신지원사업의주요성과로서‘전임교원확보율’과‘교육비환원율’ 등주요교육여건지표가개선되었다고보고하였는데, 본연구의결과는이러한주장을뒷받침하는실증적 증거라고 할 수 있다.
