This study aims to explore strategies for promoting citizen participation in local cultural festivals by examining ukulele-based cultural clubs actively operating in Seongnam, Korea. A mixed-methods approach was employed, consisting of a quantitative survey of 300 residents and qualitative in-depth interviews with eight club leaders and six experts. The results indicate that the ukulele possesses high suitability as a thematic genre for community festivals due to its accessibility, familiarity, and potential to foster a sense of belonging. Respondents preferred composite-type festivals that integrate performances, participatory experiences, and interpersonal exchange over competition-oriented formats. There was also a shared perception of the need to incorporate resident input during the planning stage and to ensure institutional support for sustainable post-festival activities. Qualitative findings further emphasized the importance of providing rehearsal spaces, instructor fees, budget support, and inter-club networking, along with a collaborative governance structure involving public institutions and local citizens. This study suggests that single-genre-based cultural festivals can play a meaningful role in building cultural autonomy and local identity. Future research is needed to conduct comparative analyses across regions and genres.

본 연구는 성남시를 중심으로 활동 중인 우쿨렐레 생활문화동호회를 사례로 하여, 지역 생활문화축제의 참여 활성화 방안을 탐색하고자 하였다. 이를 위해 시민 300명을 대상으로 한 정량적 설문조사와 동호회 리더 8인 및 관련 전문가 6인을 대상으로 한 정성적 심층면접을 통해 혼합연구를 수행하였다. 분석 결과, 우쿨렐레 는 접근성과 친밀감, 공동체 형성 측면에서 생활문화축제의 주제 장르로서 높은 적합성을 보였으며, 응답자들은 공연·체험·교류가 결합된 복합형 축제를 선호하는 경향을 보였다. 또한 경쟁보다는 협력과 경험 중심의 프로그램 구성을 원하며, 기획 단계에서 주민 의견 반영과 축제 이후의 지속 가능한 활동 기반 마련의 필요성 에 공감하는 것으로 나타났다. 정성조사에서는 동호회 활동의 안정성을 위한 공간·강사·예산 지원과 동호회 간 네트워크 구축, 민관 협력형 거버넌스의 중요성이 강조되었다. 본 연구는 단일 장르 기반의 생활문화축제가 지역 공동체 형성과 문화적 자립성에 기여할 수 있는 가능성을 시사하며, 향후 다양한 지역과 장르를 아 우르는 비교연구의 필요성을 제안한다.
