This study aims to analyze the fundamental causes of the low birthrate in South Korea from multiple perspectives and to propose policy measures to address it. Based on the ʻʻMeasures for Reversing the Declining Birthrate Trend,ʼʼ the study examines the limitations of existing government policies and suggests long-term, effective policy directions through sustainable family service improvements to resolve the low birthrate problem. The research methodology involves a literature review to analyze the characteristics and limitations of existing policies and derive directions for family service improvement based on the latest government measures. This study is significant in that it addresses the structural causes of low fertility through a family-centered and integrated approach, and proposes sustainable policy alternatives.

본 연구는 한국 사회의 저출생 문제의 근본 원인을 다각적으로 분석하고, 이를 해결하기 위한 정책적 대응 방안을 제시하는 것을 목적으로 한다. ｢저출생 추세 반전을 위한 대책｣을 토대로 기존 정부 대책의 한계를 점검하고, 지속 가능한 가족 서비스 개선을 통해 저출생 문제 해결을 위한 실효성 있는 장기적 정책 방향을 제시하였다. 연구 방법으로는 문헌연구법을 활용하여 기존 정책의 특성과 한계를 분석하고, 최신 정부 대책을 중심으로 가족정책 및 서비스 방향을 제안하였다. 본 연구는 가족 중심의 통합적 접근을 통해 저출생 문제의 구조적 원인에 대응하고 지속 가능한 정책 방향을 제시하였다는 점에서 의의를 갖는다.
