Art serves as a mirror of society and a means of presenting the possibility of change. A transformed society, in turn, reveals its form and meaning through art. In particular, as various social problems have emerged due to industrialization and urbanization, craftivism has gained attention as an artistic approach to addressing these challenges. Craftivism highlights craft’s potential to deliver social messages and promote nonviolent change. Originally balancing utility and aesthetics, craft now addresses issues like environmental crises and social fragmentation. This study explores craft-based solutions to urban issues through the case of Cheongju, Korea’s first World Craft City and a UNESCO Creative City candidate. Cheongju currently faces urban challenges such as downtown hollowing, slumification, and environmental degradation. In response, this research explores the social potential of craft through three practical approaches. First, it proposes restoring the weakened sense of community among migrant residents affected by urban hollowing through solidarity-based craft activities. Second, it seeks strategies to address slumification by utilizing craft spaces to improve both the physical and social environment. Third, it suggests promoting environmentally engaged craft practices that enhance ecological awareness and encourage ongoing civic participation in environmental protection. Furthermore, the study emphasizes the need to incorporate the social functions of craft into the development of local cultural policies from the early planning stages. Follow-up research will explore policy frameworks that reflect craft’s societal role.

예술은 사회를 비추고 변화의 가능성을 제시하는 수단이다. 변화된 사회는 다시 예술을 통해 그 모습과 의미를 드러낸다. 특히 산업화와 도시화로 인해 다양한 사회적 문제가 대두되면서 이를 해결하기 위한 예술적 접근 방식의 하나로 공예행동주의가 주목받고 있다. 공예행동주의는 공예를 매개로 사회적 메시지를 전달하 고 비폭력적 변화를 추구함으로써 공예의 사회적 기능과 가능성을 강조한다. 공예는 본래 실용성과 심미성을 동시에 추구하는 창작활동으로 시작됐으나 오늘날에 는 환경위기, 사회적 분열 등 현대 사회가 직면한 문제들을 해결하는 데에도 중요한 구실을 하고 있다. 본 연구는 한국 최초의 세계공예도시이자 유네스코 창의도 시 지정을 목표로 하는 청주시를 사례로 공예를 활용한 지역문제 해결 방안을 제시하고자 한다. 청주시는 현재 도심 공동화, 슬럼화, 환경 문제 등 복합적인 도시 문제에 직면해 있다. 이에 따라 본 연구는 다음 세 가지 실천 방향을 중심으로 공예의 사회적 활용 가능성을 제시하고자 한다. 첫째, 도심 공동화로 인한 이주시민 의 공동체성 약화를 연대형 공예 활동을 통해 회복하는 방안을 제안하고자 한다. 둘째, 도심 슬럼화 문제에 대해 공예 공간의 활용을 통한 물리적·사회적 환경을 개 선할 수 있는 전략을 모색한다. 셋째, 환경문제와 관련해서는 시민들의 환경감수성을 증진시킬 수 있도록 실천적 공예 활동을 제시하고자 한다. 마지막으로 향후 지역 공예 정책의 수립 단계부터 공예의 사회적 기능이 반영될 수 있도록 이와 관련한 정책 연구를 후속 과제로 남겨두고자 한다.
