The purpose of this article is to analyze the characteristics of the Yoon Suk Yeol government's diplomatic relations with Japan. In particular, emphasis is placed on the fact that the Yoon Suk Yeol government's values-based diplomacy and ideological bias caused a new cold war, a drop in approval ratings, and domestic controversy due to structural instability despite positive evaluations such as the summit restoration and the expansion of political and economic exchanges. Due to ideological bias and values-based diplomacy, structural instability resulted from the following three factors: (1) it emphasized while the importance of values-based diplomacy based on freedom, human rights, and the rule of law was emphasized, it did not combine with traditional diplomatic relations with Japan, and public acceptance was low; (2) due to the exclusion or minimization of historical or territorial issues against Japan, domestic opposition intensified and approval ratings continued to decline; and, (3) as a result of ideological bias, unnecessary historical debates were caused over the appointment of a New Right to the head of domestic historical institutions. The ideological-biased and values-based diplomacy of the Yoon Suk Yeol government led to negative public opinion and a decline in the government's approval rating. It is notable that the Yoon Suk Yeol government's ideologically excessive values-based diplomacy and Korea-Japan relations were very controversial despite the diplomatic relations of the previous, conservative and progressive, regimes.

이 글의 목적은 윤석열 정부의 대일외교에 나타난 특징을 분석하는 것이다. 특히 윤 석열 정부의 대일외교에 대해 정상간 셔틀회담 복원, 정치경제 교류확대 등의 긍정적 인 평가에도 불구하고, 가치외교, 이념편향 외교로 구조적인 불안정성을 띠면서 동북아 신냉전과 지지율 하락, 국내 논란을 유발한 점을 중시하고 있다. 한일 정부간 관계개선 을 전제로, 여전히 논쟁이 야기되는 대일외교의 원인이 무엇인가에 주목하면서, 지나친 이념에 매몰된 가치외교가 구조적인 불안정성을 가중시키고 있다는 가설을 내세우고 이를 검증하고자 한다. 윤석열 정부의 대일외교에서 가치외교와 이념편향이 지닌 구조적 불안정성은 다음 3개 가설로 구성된다. 첫째, 자유, 인권, 법치를 기반으로 한 가치외교와 자유민주주의 질서를 공유하는 국가간 연대 중시를 강조했지만 전통적인 대일외교에 접목되지 못했 다. 둘째, 가치동맹을 위한 한일, 한미일간 상호협력과 연대에 장애물이라는 이유로, 역 사와 영토 등, 주요 쟁점의 배제 또는 최소화로 국내 반발이 심화되고 지지율이 계속 하락하였다. 셋째, 이념편향의 결과 국내 역사기관 수장에 뉴라이트 인사중용을 둘러싼 불필요한 역사논쟁까지 야기했다는 점이다. 윤석열 정부기 이념편향 가치외교가 동북아의 지정학적 한계에도 불구하고 강행되 면서, 전통적인 대일외교와 크게 달라 외교 거버넌스에 접목되지 못했고, 불필요한 논 쟁 유발과 정부 지지율 하락으로 이어지면서, 구조적인 불안정성을 드러낸 과정을 분 석하였다. 윤석열 정부의 대일외교가 일부 긍정적인 성과를 거두었지만, 이념과잉 가치 외교로 인하여 이전의 보수, 진보 정권을 불문하고 매우 전례없는 논쟁적인 대일외교 를 보였다는 것에 주목할 필요가 있다. 미국이나 호주, 일본에서 나타난 가치외교가, 유달리 한국에서 이념 과잉되고 왜곡된 대일외교와 역사 논란으로 나타난 점은 연구 가치가 높다고 하겠다.
