The purpose of this study is to propose directions for improving the current childcare policies in South Korea by analyzing case studies at home and abroad, with a focus on childcare as a key strategy to address declining birth rates. Focusing on the common problem of population decline, we intend to identify childcare policies that can be effectively adapted to Korea. The research methodology consists of three main steps. First, we investigate evolving childcare policies through prior research to identify the need for policy change. Second, case studies of domestic and foreign childcare policies between various countries are compared. Third, based on the literature review and case study analysis, a direction for improving existing childcare policies in Korea is suggested. The findings of this study identify several key strategies to improve Korea’s childcare: integrating education and childcare, developing programs that reflecting various needs of parents, expanding support for home care, and institutionalizing childcare policies to provide sufficient financial support. This study is meaningful in that it presents results indicating that it is necessary to strengthen the capacity of care professionals and that childcare policies that are organically linked to the local community are necessary.

본 연구의 목적은 여러 가지 저출생 정책 중 하나인 아동 돌봄 정책에 대한 국내외 사례조사 및 분석을 통해 현재 아동 돌봄 정책의 개선 방향을 제시하고자 한다. 인구절벽의 해결이라는 공통 과제를 중심으로 국내외에서 시행 하고 있는 아동 돌봄 정책을 비교하여 한국에 적용할 수 있는 돌봄 정책을 찾고자 한다. 이를 위한 연구 방법은 다음 과 같다. 첫째, 선행 연구를 통해 아동 돌봄 정책의 변화 과정을 조사하고 정책 전환의 필요성을 찾아본다. 둘째, 국내 외 아동 돌봄 정책의 사례조사를 통해 국가 간 정책을 비교한다. 셋째, 선행 연구와 사례조사를 바탕으로 한국의 기존 아동 돌봄 정책의 개선 방향을 제시한다. 본 연구 결과로 양질의 돌봄을 제공하기 위해 교육과 돌봄을 통합하고, 부모의 다양한 요구가 반영된 프로그램을 제 공하고, 가정 돌봄에 대한 지원이 필요하며, 돌봄 정책의 법제화를 통해 충분한 재정이 지원이 필요하다는 것을 확인 할 수 있었다. 또한 돌봄 관련 전문 인력의 역량 강화가 필요하며, 지역사회와의 유기적 결합에 기반한 아동 돌봄 정 책이 필요하다는 결과를 제시하는 것에 의의가 있다.
